October 20, 2021 The regular meeting of the Everett City Council was called to order on Wednesday, October President Stonecipher presiding. President Stonecipher 20, at 6: 30 p. m., announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. He stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She meeting stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. She also provided instructions for community members wishing to participate live during a future meeting. President Stonecipher asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Mayor Franklin was excused. On behalf of the City Council, Council Member Bader acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. Council Member Moore led the Pledge of Allegiance. The minutes of the October 13, 2021, City Council meeting were approved as printed. Council Member Tuohy abstained from the vote. 1  A October 20, 2021 MAYOR Mayor Franklin was excused. COUNCIL Council Member Roberts reported on his attendance at the Delta Neighborhood Association meeting. He also spoke about transportation grants and thanked Everett Transit staff for an excellent work. Council Member Vogeli questioned speed bumps efficiency for traffic control and suggested looking at other options on Norton Avenue. Council Member Murphy reported on his attendance at the first in- person Port Gardner Neighborhood Association meeting. He also requested an update related to street and alley vacation funds: 2021 projects status and 2022 budget proposals. Council Member Murphy reminded the public that statewide earthquake and tsunami warning systems drill is scheduled for tomorrow, October 21, at 10: 21 a. m. He also announced that the first 2022 budget presentation is scheduled for November 10 and encouraged everyone to bring forward comments and suggestions. President Stonecipher reported on her attendance at the Cascade View / Twin Creek Neighborhood Association meeting. ADMINISTRATION UPDATE Nick Harper stated that he will work with Ryan Sass and Bob Leonard regarding alley vacation funds and will get back to council. Nick also announced that next week staff will provide a preliminary briefing on the work related to American Rescue Plan Act ( ARPA) funding as requested by council. 2  October 20, 2021 CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT Colton Davis, Everett, spoke about missing " middle housing" considering the passing of ReThink Housing plan. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Murphy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7706 authorizing claims against the City of Everett in the amount of$ 3, 007, 382. 24 for the period of October 2, 2021, through October 8, 2021. AGREEMENT — REGION 10 TARGET ZERO TASK FORCE TRAFFIC SAFETY GRANT PROJECT To authorize the Mayor to sign the Interagency Agreement with the Washington Traffic Safety Commission regarding participation as a sub- recipient in the Region 10 Target Zero Task Force traffic safety grant project. BID CALL— PORT OF EVERETT COMBINED SEWER MAIN To authorize the Call for Bids for the construction of Port of Everett Combined Sewer Main. 3  October 20, 2021 AGREEMENT— PORT OF EVERETT COMBINED SEWER MAIN PROJECT To authorize the Mayor to sign Supplemental Agreement No. 1 to the Professional Services Agreement with HDR, Inc. to provide Bid Support Services for the Port of Everett Combined Sewer Main Project in the amount of$ 35, 605. AGREEMENT AMENDED— PORT GARDNER WATER QUALITY PROJECT To authorize the Mayor to sign the Amendment No. 1 to Agreement No. WQC- 2019- Ever PW- 00052 extending the expiration date to 12/ 21/ 2022. GRANT AGREEMENT— FFY16 HOMELAND SECURITY GRANT PROGRAM To authorize the Mayor to sign the King County Grant Agreement for FFY16 Homeland Security Grant Program to Prepare Communities for Complex Coordinated Terrorist Attacks ( CCTA). AGREEMENT— EN- ROUTE INDUCTIVE CHARGING STATION To authorize the Mayor to sign the Interlocal Agreement between Public Utility District No. 1 of Snohomish County and the City of Everett to install an en- route inductive charging station. OPERATING GRANT AGREEMENT— SPECIAL NEEDS FORMULA FUNDING To authorize the Mayor to sign the Washington State Department of Transportation Consolidated Grant Program Operating Grant Agreement. GRANT AGREEMENT — INSTALLMENT OF INDUCTION CHARGING INFRASTRUCTURE TO SUPPORT ELECTRIC BUSES To authorize the Mayor to sign the Green Transportation Grant Program Capital Construction Grant Agreement. 4  October 20, 2021 AGREEMENT — COMMUTE TRIP REDUCTION EMERGENCY RIDE HOME PROGRAM To authorize the Mayor to sign the Washington State department of Transportation - Transportation Demand Management Implementation Agreement. Roll was called with all council members voting yes. Motion carried. PROPOSED ACTION ITEMS: COUNCIL BILL 2110- 37 SECOND READING: AN ORDINANCE approving the appropriations of the 2021 revised City of Everett Budget and amending Ordinance No. 3825- 21 President Stonecipher announced that the next meeting of the Council is scheduled for Wednesday, October 27, at 12: 30 p. m.
