Everett City Council

February 9, 2022 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., February 9, 2022, by Council Member Tuohy. Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, Zarlingo, and Tuohy were present. President Stonecipher and Council Member Vogeli was excused. Council Member Schwab led the Pledge of Allegiance. On behalf of the City Council, Council Member Rhyne acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. APPROVAL OF MINUTES The minutes of the February 2, 2022, were approved as printed. MAYOR Mayor Franklin recognized Finance staff for their work on the 2020 state audit. COUNCIL Council Member Fosse discussed the letter from the League of Women Voters of Washington, recommending adoption of the proposed policy on the Urban Tree Canopy into the 2024 Snohomish County Growth Management Act ( GMA) Comprehensive Plan update. Moved by Council Member Fosse, seconded by Council Member Tuohy, to approve the adoption of the proposed new policy on Urban Tree Canopy into the General Policy Plan ( GPP) for the 2024 update to the Snohomish County Growth Management Act Comprehensive Plan. Discussion followed among council members Fosse, Rhyne, Schwab, Zarlingo, Tuohy and Mayor Franklin. 1  February 9, 2022 Roll was called with council members Fosse voting yes, Tuohy voting no, and Zarlingo, Schwab and Rhyne who abstained. Motion failed. Council Member Fosse informed the public her nomination for the Districting Commission, Alessandra Durham, from District 2, had to resign due to conflict of interest. Council Member Fosse nominated Susan Neely, from District 1. Moved by Council Member Fosse, seconded by Council Member Tuohy, to move Susan Neely, from District 1, 2022 Districting Commission nomination to appointment. Roll was called with all council members voting yes. Motion carried. Nichole Webber displayed the diversity map showing the locations of the nominees throughout the City with Council Member Fosse' s second nomination, and diversity was still present. Comments and liaison reports were provided by Council Members Fosse, Zarlingo, and Schwab. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no updates. CITY ATTORNEY City Attorney David Hall had no comments and there was no executive session. AGREEMENT— EVERETT CAREER LINK PROGRAM To authorize the Mayor to sign the Interlocal Cooperative Agreement between the City of Everett, Everett Public Schools, and Economic Alliance Snohomish County for the Everett Career Link Program. AGREEMENT— FIRST RESPONDERS FLEX FUND To authorize the Mayor to sign all necessary documents and agreements with the Snohomish County Human Services Division regarding the application, acceptance, and utilization of the First Responders Flex Fund in the amount of 16, 837. 3  February 9, 2022 GRANT AGREEMENT- 2023 LAND ACKNOWLEDGMENT ART To authorize the Mayor to sign all necessary documents and agreements with the National Endowment for the Arts regarding the application, acceptance, and utilization of the fiscal year 2023 Land Acknowledgment Grant for up to 100, 000. AGREEMENT— ENVIRONMENTAL MONITORING AND INSPECTION DURING CONSTRUCTION OF THE PORT OF EVERETT COMBINED SEWER MAIN PROJECT To authorize the Mayor to sign the Professional Services Agreement with Landau Associates, Inc., to provide environments monitoring and inspection during construction of the Port of Everett Combined Sewer Main Project in an amount not to exceed $ 203, 100. AGREEMENT — SEX OFFENDER ADDRESS AND RESIDENCY VERIFICATION PROGRAM SERVICES To authorize the Mayor to sign the Interlocal Agreement with Snohomish County regarding sex offender address and residency verification program services. Roll was called with all council members voting yes, except President Stonecipher and Council Member Vogeli who were excused. Motion carried. PROPOSED ACTION ITEMS: COUNCIL BILL 2202- 02 FIRST READING: 4  February 9, 2022 AN ORDINANCE amending and closing the Special Construction Fund entitled " Everett Fire Administration Building Tenant Improvements Project", Fund 342, Program 027, as established by Ordinance No. 3661- 19, and amended by Ordinance 3764-20. COUNCIL BILL 2202- 03 FIRST READING: AN ORDINANCE closing a Special Improvement Project entitled " Phil Johnson Ballfields Renovation", Fund 354, Program 054, as established by Ordinance No. 3589- 18, and amended by Ordinance No. 3677- 19. COUNCIL BRIEFING AGENDA: Briefing regarding Resolution adopting the 2022 Parks, Recreation, and Open Space ( PROS) Plan.
