Everett City Council

March 2, 2022 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., March 2, 2022, by President Stonecipher. Upon roll call, it was found that Mayor Franklin and Council Members Rhyne, Schwab, Zarlingo, Fosse, Tuohy, Vogeli, and President Stonecipher were present. Council Member Tuohy led the Pledge of Allegiance. On behalf of the City Council, Council Member Rhyne acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. APPROVAL OF MINUTES The minutes of February 23, 2022, were approved as printed. MAYOR Mayor Franklin took a moment to acknowledge the horrific crisis occurring in the country of Ukraine. She recognized the community members, whose friends, and families, have directly experienced this violence and devastation and acknowledged some City of Everett staff members impacted. COUNCIL Comments and liaison reports were provided by Council Members Rhyne, Schwab, Zarlingo, Fosse, Tuohy, Vogeli, and President Stonecipher. President Stonecipher announced that there would be no council meeting on March 16, 2022, due to the lack of a quorum. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no updates. Lori Cummings introduced Nichole Webber, from the Executive Team, to provide a briefing on the transition back to in- person council meetings. 1  March 2, 2022 Nichole Webber presented the Everett City Council In- Person/ Hybrid Meeting Project. The presentation included information on: Reducing Barriers Cost Effectiveness Consistent and Easy Access for the Public to Predict Council Business More Interaction Opportunities Between Council and Staff Flexibility Options For Staff Not Presenting Flexibility Options for the full Council to schedule either In Person or Remote Meetings Discussion followed among Council Members Rhyne, Schwab, Zarlingo, Fosse, Tuohy, Vogeli and President Stonecipher. President Stonecipher stated further work will be done regarding in- person council meetings and public safety guidelines for a tentative return of April 6, 2022. CITY ATTORNEY City Attorney David Hall had no updates and there was no executive session. PUBLIC COMMENT Deb Williams stated the Council received written comments from the following members of the public: Roy Holman There were no members of the public who wished to speak. CONSENT ITEMS: 2  March 2, 2022 Moved by Council Member Rhyne, seconded by Council Member Vogeli, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7749 authorizing claims against the City of Everett in the amount of $ 2, 248, 308. 54 for the period of February 12, 2022 through February 18, 2022. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7750 authorizing payroll claims against the City of Everett in the amount of$ 4, 374, 046. 59 for the period ending February 12, 2022. AGREEMENT AMENDMENT — PROVIDE ENGINEERING CONSULTANT SERVICES FOR THE WATER FILTER PLANT PORTAL 4 IMPROVEMENTS PROJECT To authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Brown and Caldwell, Inc. to provide engineering consultant services for the Water Filter Plant Portal 4 Improvements Project for a total amount not to exceed $ 671, 466. GRANT AGREEMENT — ONE TIME GRANT PROGRAM AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF ECOLOGY To authorize the Mayor to sign the One Time Grant Program Agreement with the Washington State Department of Ecology for the Biennium ( 2022— 2023) in the amount not to exceed $ 1, 055, 000. GRANT AGREEMENT— JETTY ISLAND DAYS PROGRAM To authorize the Mayor to sign all grant documents from Snohomish County for the Jetty Island days Program in the amount of$ 10, 000. 3  March 2, 2022 Roll was called with all council members voting yes. PROPOSED ACTION and BRIEFING ITEMS: COUNCIL BILL 2202- 05 SECOND READING: AN ORDINANCE creating a Special Improvement Project entitled, " Citywide Bicycle Wayfinding," Fund 303, Program 126. Presented by: Ryan Sass, Public Works Director; Tom Hood, Principal Engineer — Public Works Department Discussion followed among Council Members Rhyne, Schwab, Zarlingo, Fosse, Tuohy, Vogeli, and President Stonecipher. COUNCIL BILL 2202- 06 SECOND READING: AN ORDINANCE creating a special improvement project entitles, " Fulton Street Bicycle Pedestrian Corridor," Fund 303, Program 125. Presented by: Ryan Sass, Public Works Director; Tom Hood, Principal Engineer — Public Works Department Discussion followed among Council Members Rhyne, Schwab, Zarlingo, Fosse, Tuohy, Vogeli, and President Stonecipher. ACTION ITEMS: COUNCIL BILL 2202- 04 4  March 2, 2022 THIRD AND FINAL READING: AN ORDINANCE creating a special improvement project entitled, " WFP Portal 4 Improvements," Fund 336, Program 018, and repealing Ordinance No. 3800- 21. Moved by Council Member Vogeli, seconded by Council Member Zarlingo, that this is declared to be the third and final reading of Council Bill No. 2202- 04. The City Clerk was directed to call the roll for the final deposition of the Ordinance. RESOLUTION — 2022 COMMUNITY DEVELOPMENT BLOCK GRANTS ( HOME) Moved by Council Member Zarlingo, seconded by Council Member Vogeli, to adopt Resolution No. 7748 concerning the 2022 Community Development Block Grants, HOME, 2060 Affordable housing Trust allocations and Annual Action Plan.
