Everett City Council

February 23, 2022 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., February 23, 2022, by President Stonecipher. Upon roll call, it was found that Mayor Franklin and Council Members Tuohy, Vogeli, Rhyne, Schwab, Zarlingo, Fosse, and President Stonecipher were present. Council Member Zarlingo led the Pledge of Allegiance. On behalf of the City Council, President Stonecipher acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. APPROVAL OF MINUTES The minutes of February 16, 2022, were approved as printed. MAYOR Mayor Franklin recommended that the following applicants be appointed to a City of Everett Board or Commission. Each candidate has been interviewed by staff. With each appointment recommendation, equity, geographic location, diversity of thought, and applicable background was taken into consideration. APPOINTMENTS/ RE- APPOINTMENTS Moved by Council Member Fosse, seconded by Council Member Tuohy, to concur with the following appointments: Planning Commission POS 1, Kevin Ballard: 6— year term POS 3, Demi Chatters: 6— year term Council Members thanked the newly appointed committee members for their willingness to serve the City and community. 1  February 23, 2022 Roll was called with all council members voting yes. Motion carried. Mayor Franklin invited Chief Templeman from the Police Department to introduce one new police officer. OATH — POLICE OFFICER Moved by Council Member Tuohy, seconded by Council Member Vogeli, to concur with the appointment of Jeffrey Statton as a new Everett Police Officer. Roll was called with all council members voting yes. Motion carried. The Deputy City Clerk administered the oath of office, and Council Members congratulated Police Officer Statton. COUNCIL Comments and liaison reports were provided by Council Members Vogeli, Rhyne, Schwab, Zarlingo, Fosse, Tuohy, and President Stonecipher. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no updates. CITY ATTORNEY City Attorney David Hall had no updates and there was no executive session. PUBLIC COMMENT Deb Williams stated the Council received no written comments, and the following members of the public who spoke included: 2  February 23, 2022 Larry Bisman— Everett, WA Council Member Vogeli spoke on adding a rental registry within the City of Everett and requested Council support further investigation. Moved by Council Member Vogeli, seconded by Council Member Fosse, to work with city staff and Administration to draft a policy regarding a rental registry for the City of Everett. President Stonecipher stated the City Council has done quite a bit of work on a rental registry in the past, recalling at one point there was an ordinance drafted. She asked that the body of work be resurrected, and the documents shared with the Planning Council Liaison Chair, Councilmember Fosse, and the other committee members City Attorney David Hall stated a rental registry has been discussed on a few occasions and he would work with Administration and staff to bring back information to Council. CONSENT ITEMS: Moved by Council Member Tuohy, seconded by Council Member Schwab, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7746 authorizing claims against the City of Everett in the amount of $ 1, 564, 208. 12 for the period of February 5, 2022, through February 11, 2022. GRANT AGREEMENT — WATER QUALITY STORMWATER CAPACITY IMPLEMENTATION OF TASKS REQUIRED FOR COMPLIANCE WITH PHASE II MUNICIPAL STORMWATER PERMIT To authorize the Mayor to sign the Water Quality Stormwater Capacity Grant Agreement with the Washington State Department of Ecology for the biennium 2021— 2023) in the amount not to exceed $ 50, 000. 3  February 23, 2022 CALL FOR BIDS — EVERETT TRANSIT OPERATIONS BASE INDUCTIVE CHARGING INFRASTRUCTURE PROJECT To authorize a call for bids for the Everett Transit Operations Base Inductive Charging Infrastructure Project. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: HOTEL MOTEL TAX Moved by Council Member Rhyne, seconded by Council Member Zarlingo, to concur with the recommendation of the Lodging Tax Advisory Committee( LTAC) and members of the Budget Finance Committee to accept the long-term obligations of the Hotel Motel Tax listed above and to allocate grant funding as designated in an amount not to exceed $ 170, 000 and authorize the Mayor to sign the contracts. Roll was called with all council members voting yes, except Council Member Tuohy who was recused. Motion carried. COUNCIL BILL 2202- 02 THIRD AND FINAL READING: AN ORDINANCE amending and closing the special construction fund entitled, " Everett Fire Administration Building Tenant Improvements Project," Fund 342, Program 027, as established by Ordinance No. 3661- 19, and amended by Ordinance No. 3764- 20. 4  February 23, 2022 Moved by Council Member Schwab, seconded by Council Member Vogeli, that this is declared to be the third and final reading of Council Bill No. 2202- 02. The City Clerk was directed to call the roll for the final disposition of the Ordinance. COUNCIL BILL 2202- 03 THIRD AND FINAL READING: AN ORDINANCE closing a special improvement project entitled, " Phil Johnson Ballfields Renovation," Fund 354, Program 054, as established by Ordinance No. 3589- 18, and amended by Ordinance No. 3677- 19. Moved by Council Member Rhyne, seconded by Council Member Vogeli, that this is declared to be the third and final reading of Council Bill No. 2202- 03. The City Clerk was directed to call the roll for the final disposition of the Ordinance. COUNCIL BILL 2202- 05 FIRST READING: AN ORDINANCE creating a special improvement project entitled, " Citywide Bicycle Wayfinding," Fund 303, Program 125. COUNCIL BILL 2202- 06 FIRST READING: AN ORDINANCE creating a special improvement project entitles, " Fulton Street Bicycle Pedestrian Corridor," Fund 303, Program 125. Council Member Vogeli requested that Council Bill 2202- 05 and Council Bill 2202- 06 be briefed at next week' s Council meeting. Council President Stonecipher agreed and requested staff be prepared to brief these two items. COUNCIL BRIEFING AGENDA: Adopt Resolution concerning the 2022 Community Development Block Grants, HOME, 2060 Affordable Housing Trust Fund allocations and Annual Action Plan.
