Chair Cameron-Behee called the meeting to order at 6:31 p.m. APPROVAL OF MINUTES Chair Cameron-Beehee called for action on the January 24, 2017 meeting minutes. Corrections were noted and Commissioner O’Donnell moved to approve the January 24, 2017 minutes as corrected. Motion seconded by Commissioner Ramstad. Motion passed unanimously. CITIZEN COMMENTS Jean Satti-Hewat 3324 Grand Ave, Everett WA Ms. Satti-Hewat commented on Metro Everett plans for higher density development and increased building heights in areas that border historic neighborhoods. She is concerned about impacts to the neighborhoods, and requested that the Historical Commission be involved with information about these changes, and also requested information to share directly with neighborhood residents. Manager Stalheim noted that a public meeting for Metro Everett is scheduled for April for community feedback, and the Metro Everett Plan will be drafted over the summer with Planning Commission review beginning in late fall 2017. In addition to zoning and building heights, the plan will address issues in parking, development regulations and other related topics. Staff will update the Historical Commission with a presentation in the near future. Page 1 of 4 Bill Belshaw 2111 Rucker Ave, Everett WA Mr. Belshaw called for more information to the public about listing historical properties on the Everett Register and the financial incentives available through Special Valuation. He suggested a brochure be prepared to increase awareness of these programs. Commissioners offered comments on past programs at Home Tours and Restoration Fairs that informed the public about the Historical Commission, how-to conduct research, and working with historical properties. Katie Hawkins 1813 Oakes Ave, Everett WA Ms. Hawkins is looking for a historic home to purchase, and asked about sources of information. Staff will meet with Ms. Hawkins and provide materials about historic buildings and neighborhoods. COMMISSIONER COMMENTS Commissioner Anderson attended an open house for Boy Scout Troop 1 at their meeting cabin. Their building was moved to that site in 1958, but its future is uncertain. Commissioner Fox reported on a Historic Everett meeting where Michael Houser of DAHP spoke about mid-century modern buildings. The Nord Door building at 300 Marine View Drive, currently not in use, is a good example of that architecture. Commissioner Morrison met with a Port of Everett staff member to discuss better communication and coordination with the City for Mill Town Trail signs, mile markers and connections to other existing and future trails along the Snohomish River. Trail information should be posted on the City website to raise awareness and promote the Mill Town Trail. He suggested that Port and City staff meet to move this project forward. Chair Cameron-Behee reported on water damage to walls in the Everett Library coffee shop. Planner Popelka will check with Facilities staff; he also noted that the library window replacement project has been delayed. Commissioner Tucker, at the request of Commissioner Vincent, would like to honor Stan Boreson by installing a statute or bust at Longfellow School. This could be similar to Senator Jackson’s bust at Grand Avenue Park. ADDITIONS TO AGENDA Commissioner O’Donnell called for the Brown Awards program on the March agenda, and review of the Metro Everett building survey with a focus on endangered buildings and possible nominations to a historic register. There were no other additions to this meeting’s agenda. OVERVIEW OF PUBLIC RECORDS ACT AND OPEN MEETINGS ACT This agenda item has been cancelled and will be rescheduled. Page 2 of 4 FRATT-WALLGREN HOUSE NOMINATION FOR NATIONAL REGISTER OF HISTORIC PLACES Planner Popelka discussed the nomination and reviewed images of the house and property. With Commission approval, a letter would be sent to Michael Houser at DAHP to endorse the nomination for national registration. Saundra Cope and Walt Gillette spoke about the history and unique features of the house and narrated images of the house interior. Following discussion, Commissioner Ramstad moved to send a letter of endorsement to Michael Houser for listing on the National Register. Motion seconded by Commissioner Hunter. Motion passed unanimously. 2017 COMMISSION WORK PROGRAM Planner Popelka reviewed the project list and the need to prioritize and schedule the most important projects. The current list includes on-going projects as well as other projects that should be prioritized. Commission discussion led to the following summary of project priorities:  Ongoing and short term projects include the 2017 and 2018 DAHP grants; Brown Awards and SHPO Awards; updating historic district and property maps (staff)  Recurring monthly projects include register nominations and project updates  High priority projects: - Mill Town Trail - Signage programs for I-5 and Hewitt Avenue District - Prepare sign program with sign requirements, costs and funding sources; seek out local business support - Funding sources may include Snohomish County, Everett hotel- motel tax, League of Women Voters, others - Invite Public Works staff to discuss City signage - Public Works street/sidewalk standards & project review - Metro Everett Subarea Plan and Metro Building Survey/Inventory  Low priority projects include: - Contributing buildings (done in combination with other register nominations) - Donovan District boundaries - Building demolition regulations - Interpretive projects (possible 2018 project with grant funding) - CLG training (2017 workshop to be held for building assessments) 2017 HISTORIC PRESERVATION GRANT – HEWITT DISTRICT BUILDING ASSESSMENT Planner Popelka reviewed the 2017 grant from DAHP for assessing downtown buildings, discussed a staff meeting with BOLA (consultant hired for the project), and reviewed a preliminary list of 13 buildings for assessment. He summarized the criteria for the grant project:  Buildings located within Hewitt Avenue District  May include Everett Register buildings within downtown core  Contributing or potentially contributing buildings  Minimum ten buildings with report of findings  Public workshop with building owners and public Page 3 of 4 Planner Popelka reviewed images of each building. Following discussion, these buildings were recommended for assessment: 1. 1620 Hewitt - Greenberg Block 2. 1721 Hewitt - Central Building 3. 1804 Hewitt - Hodges Building 4. 1805 Hewitt - Horseshoe Saloon 5.* 1909 Hewitt - Evergreen Building 6. 1915 Hewitt - Mitchell Hotel / Cascadia Apts 7.* 2725 Oakes - Challacomb & Fickel Building 8. 2711 Oakes - VFW Building 9.* 2823 Rockefeller - Morrow Building 10. 2816 Rockefeller 11. 2815 Wetmore - IOOF Hall 12.*3013 Colby - Culmback Building * Everett Register Building The final list of ten buildings will be determined by BOLA, subject to staff and DAHP approval. BROWN AWARDS AND SHPO AWARDS Commissioner O’Donnell will prepare a preliminary list of Brown Award properties for review at the March meeting. Commissioner Tucker will photograph the properties before the next meeting. For SHPO award submittals, Commissioner O’Donnell will prepare the David Dilgard nomination; Patrick Hall volunteered to prepare the Evergreen Cemetery nomination; and Planner Popelka will prepare the Watson’s Bakery nomination and submit all materials to DAHP.
