CALL TO ORDER
The regular meeting of the Everett Historical Commission was scheduled for Tuesday,
March 28, 2017 at 6:30 p.m. at the Van Valey House at 2130 Colby Avenue, Everett,
WA 98201.
Chair Cameron-Behee called the meeting to order at 6:36 p.m.
CITIZEN COMMENTS
There were no citizen comments.
COMMISSIONER COMMENTS
Commissioner Fox has prepared a draft nomination to the Everett Register for the
Bank of Everett (Cope-Gillette Theatre). Owner consent (the City) is needed, and he
asked about the process for moving forward with the nomination.
Commissioner Anderson suggested that a letter of appreciation, signed by the
Historical Commission, be sent to former Commissioners Soine and Good for their
service.
Commissioner Ramstad called for updating and distributing the Hewitt Ave Historic
District brochure. Dave Chrisman at Historic Everett will update the brochure, and
funding for publication may be available from Snohomish County or the League of
Women Voters.
He also reported on an announcement at the Historic Everett meeting at the Everett
yacht Club last month. Everett Museum has a 3-million dollar donation (anonymous)
and Museum staff are working through legal steps for Longfellow School. They have
received the funds for purchase and have clarified their plans, as requested, to the
School District. Planner Popelka confirmed that the City allows converting the school to
a museum, which would be processed with administrative review and action.

It was suggested that Barbara George, Museum Executive Director, be invited to speak
to the Historical Commission, Cultural Arts Commission and City Council.
Commissioner Vincent shared articles on Stan Boreson and advocated that the
Historical Commission take action to honor him.
Commissioner White suggested approaching FUNKO for a figure that could be placed
in Wetmore Plaza; the fountain could also be named after Boreson. He will send
FUNKO the articles and letter of thanks for their preservation work, and inquire about a
memorial.
He also noted that the Everett Fisherman’s Village Music festival will be held in
downtown Everett. A new website and blog, “Live in Everett”, from two young Everett
residents has news about events.
Commissioner Morrison asked for an update on WSDOT (I-5) signage. Planner
Popelka plans to meet with WSDOT staff before the next Commission meeting.

2017 BROWN AWARDS AND SHPO AWARD NOMINATIONS
Planner Popelka presented Patrick Hall a letter of appreciation from the Historical
Commission for his work in preparing the Evergreen Cemetery nomination packet for
the SHPO Awards.
Commissioner O’Donnell led a review of candidate properties for Brown Awards and
Letters of Commendation. Final selections are listed below:

The awards ceremony will be held May 6, 2017 at the Everett Station Weyerhauser
Room. Letters with invitations will be mailed in early April.
2018 STATE HISTORIC PRESERVATION GRANT APPLICATION
Planner Popelka reviewed the application criteria and categories for the 2018 grant
program. Based on those criteria, staff determined that the best application would be for
mobile, web-based historic tours. This project would build on our existing mobile tours,
adding more sites and more information on historic properties with enhanced
technology.
Manager Stalheim reviewed similar projects by the City of Bellingham, which has
narrated tours of the downtown area. It may be possible to add public art and events
to the historic tour. He explained that, once developed, City staff would maintain the
tours program. Two or three projects are being considered – downtown Everett, the Mill
Town Trail, and possibly the Evergreen Cemetery.
The Bellingham tour is available at cob.org\historytours.
PROJECT UPDATES
Planner Popelka gave an update on the Mill Town Trail regarding coordination with the
Public Works Department and Parks Department, and trail mapping and information on
the City website.

Notice of Planning Commission Public Hearing
Amendment to regulations for Accessory Dwelling Units
Notice is hereby given that the City of Everett Planning Commission will hold a public hearing
on April 4, 2017, at their regular meeting beginning at 6:30 pm in the City Council Chambers,
located in the William E. Moore Historic City Hall, 3002 Wetmore Avenue. The purpose of the
public hearing is to consider one potential amendment to the Zoning Code regulations for
Accessory Dwelling Units recently approved by the Everett City Council. The proposed
amendment would allow consideration of an accessory dwelling unit that exceeds the limit of
75% of the floor area of the principal dwelling unit, or 800 square feet, whichever is smaller.
The proposed draft amendment reads as follows:
J. An ADU shall not exceed 75% of the gross floor area of the principal dwelling, or 800
square feet, whichever is less, provided that the City may allow increased size for an
attached ADU if the accessory dwelling unit is completely located on a single floor, in
order to efficiently use all floor area.
