CALL TO ORDER
A Special Meeting of the Everett Historical Commission was scheduled for Tuesday,
April 11, 2017 at 6:30 p.m. in the Hearing Room in Everett City Hall at 2930 Wetmore
Avenue, Everett, WA 98201.
Chair Cameron-Behee called the meeting to order at 6:32 p.m.
CITIZEN COMMENTS
There were no citizen comments.
COMMISSIONER COMMENTS
Commissioner Ramstad reported that the Everett School Board is meeting to discuss
the Longfellow School sale.
ADDITIONS TO AGENDA
There were no additions to the agenda.
PUBLIC RECORDS ACT AND OPEN PUBLIC MEETINGS ACT
Assistant City Attorney Ramsey Ramerman (City of Everett Legal Department) gave
a presentation on “Key Issues for Elected Officials & Commission Members in the PRA
& OPMA”. Key points from the meeting handout are summarized below:
Any writing or performance of government is a public record including personal
devices
Create a separate personal email account dedicated to commission business;
send copy to the City and delete your message
Delete any draft materials (pre-decisional materials) after decision is made or
final action is taken
Do not delete any materials if there is an active public records request
A public meeting occurs when a commission majority takes action, which
includes discussion or deliberation including email messages

Avoid serial meetings that individually are not quorums but collectively will
involve a quorum
Violations may lead to voiding actions, fines and loss of public trust
Discussion of Executive Sessions
Commission discussion included the following:
Building tours for the commission should be done with groups of 5 or less
members to avoid open meeting violation; one option is to notice the tour as a
public meeting which must be accessible to the public
Limit informal meetings between commissioners to 5 members (e.g., meeting for
coffee after a commission meeting)
Email exchange will usually qualify as a serial public meeting
Be transparent about avoiding any public perception of public meeting violations
Create a separate folder on your personal device for all City related materials;
files can be deleted if the files are forwarded to the City
Text messages are also likely public records; messages with any substantive
content should be forwarded to the City and deleted from your device
PROJECT UPDATES
There were no project updates.
FUTURE AGENDA ITEMS
The April 25 meeting will include the following:
2017 Grant for Downtown Building Assessments
UW Presentation for Unreinforced Masonry Buildings
Metro Everett will move to the May meeting
OTHER BUSINESS
Planner Popelka reported that we did not receive a SHPO Award for David Dilgard,
Evergreen Cemetery nor Watson’s Bakery. He also announced his retirement in August
2017.
