CALL TO ORDER
The regular meeting of the Everett Historical Commission was scheduled for Tuesday,
August 22, 2017 at 6:30 p.m. at the Van Haley House, 2130 Colby Avenue, Everett, WA
98201.
Chair Cameron-Behee called the meeting to order at 6:30 p.m.
Assistant Planner Landry introduced herself as a new staff contact.
CITIZEN COMMENTS
None
COMMISSIONER COMMENTS
Commissioner Ramstad asked the Longfellow Building be added to the agenda and
mentioned a recent Herald article about the Everett Library murals restoration.
Commissioner Hunter asked that 2103 Virginia Avenue be added to the agenda.
Commissioner O’Donnell inquired about updates on 2802 Victor Avenue.
Commissioner Hunter commented on noticing material on site. Commissioner
O’Donnell continued discussion on the expansion of the right-of-way along the 1200
block of Pacific Avenue. The new retaining wall is unbecoming for the historic overlay
and the nearly complete project did not reference historic overlay requirements.
Commissioner Vincent mentioned being pleased with the current activity in Everett
that has been featured in the Herald for the WSU and Funko openings.

Commissioner White discussed a recent podcast by Live in Everett which featured
Commissioner O’Donnell. Commissioner Ramstad added that he has also been in
contact with a writer with Live in Everett to answer questions on local history.
Commissioner Anderson stated that he attended the Civil War Tour.
APPROVAL OF MINUTES
Commissioner Ramstad noted two corrections. Commissioner Morrison,
Commissioner O’Donnell, and Commissioner Fox noted one correction
respectively. Commissioner O’Donnell moved to approve the June 22, 2017 minutes
as corrected. Motion seconded by Commissioner Ramstad. Motion passed
unanimously.
ADDITIONS TO AGENDA
Chair Cameron-Beehee noted prior requests to add Longfellow School and 2103
Virginia Avenue to the agenda following Metro Everett.
METRO EVERETT PLAN – HISTORIC RESOURCES CHAPTER
Planning Manager Stalheim introduced the draft of the Historic Resources chapter for
the Metro Everett Plan. Corrections will be made to the date of Hewitt Street closing, the
nomination for the Cope Gillette Theatre to the Everett Register, the date of
establishment for the Historical Commission, and names of properties within the Everett
Register.
Discussion ensued on Ordinance 3127-09 (Vacant Commercial Space Downtown) and
the Policies and Actions section. Following discussion on policy HR-2 (Incentives for
financial benefits) Commissioner Tucker discussed SPARKS grant and will present
more information for discussion at the next meeting.
Commissioner Anderson suggested including Great Northern Station and extending
beyond the Everett Massacre site for policy HR-3 (Historic tourism).
Commissioner Morrison suggested including sites with landmark designations on HR-
6 (Historic Preservation Ordinance and Landmark designation).
Commissioner Fox made a motion of recommendation to change HR-7 (Riverside
Historic Overlay) to consider revising the southern boundary of the Riverside Historic
Overlay, along Everett Avenue, to the alley immediately south of Everett Avenue.
Commissioner Ramstad seconded. Motion passed unanimously.
ADDITIONAL AGENDA ITEMS
Commissioner Ramstad gave an update on the Longfellow School Building. Museum
representatives met with Everett School officials on July 24, 2017. The Museum Board
submitted a formal purchase and sale agreement with a deadline of August 29, 2017.
The Board is looking to start a media campaign for the project.
Commissioner Hunter presented new demolition work on 2103 Virginia Avenue
followed by a request for information on historic review for proposed work, enforcement,

and prevention. Assistant Planner Landry discussed the initial permit scope of work
and permit process. Staff will be meeting to discuss next steps on compliance.
PROJECT UPDATES
Assistant Planner Landry gave a brief update on Mill Town Trail. Planning staff is
working with Public Works to finalize placements and design.
FUTURE AGENDA ITEMS
Future agenda items include work plan projects, DAHP Historic Preservation Planning,
city sesquicentennial, and SPARKS grant.
OTHER BUSINESS
There was no other business.
ADJOURNMENT
Commissioner Morrison moved to adjourn the meeting. Motion seconded by
Commissioner Ramstad. Motion passed unanimously and the meeting was adjourned
at 8:41 pm.
