CALL TO ORDER
The regular meeting of the Everett Historical Commission was scheduled for Tuesday,
September 26, 2017 at 6:30 p.m. at the Van Haley House, 2130 Colby Avenue, Everett,
WA 98201.
Chair Cameron-Behee called the meeting to order at 6:30 p.m.
CITIZEN COMMENTS
Jim Pauly spoke on the proposed subdivision at 812 35th Street. Discussion ensued on
establishment and process for a historic overlay.
COMMISSIONER COMMENTS
Commissioner Fox commented on a new history book by Aileen Langhans coming out
October 22. Handouts on the event were passed around.
Commissioner Tucker commented on the recent tour by Historic Everett with nearly
400 persons in attendance.
Commissioner Anderson commented on a meeting for the Everett Station District and
potentially inviting the District’s Board President to speak at an upcoming meeting. He
also distributed a Seattle Times article provided by Commissioner O’Donnell for the
recent FUNKO location in downtown Everett.
Commissioner Vincent inquired about the recent activity at the Hodges Building.
Commissioner Tucker mentioned speaking with a contractor on restoration work inside
the building. Planning Manager Stalheim mentioned work being done to the elevator
and further discussed staff involvement with the Everett Station District.

Commissioner Anderson noted two corrections. Commissioner White moved to
approve the August 22, 2017 minutes as corrected. Motion seconded by
Commissioner Ramstad. Motion passed unanimously.
ADDITIONS TO AGENDA
Commissioner White inquired about updates for the Longfellow School.
Commissioner Ramstad provided an update on next steps for the Museum’s Board.
Chair Cameron-Behee asked that discussion continue at the end of the agenda items.
Commissioner Hall asked that 2103 Virginia Avenue and 1425 Rucker Avenue be
moved up on the agenda.
Commissioner Ramstad commented on concerns for commercial signage code,
specifically temporary signage regulations. He asked that this item be revisited in the
future.
2103 VIRGINIA AVENUE
Assistant Planner Landry discussed land use process and presented visuals of the
site plan and proposed elevations. She asked that the Commission hold off on a formal
recommendation to the Planning Director until the October 24th meeting. The item was
opened up for discussion for Commissioners to present questions for a follow up
presentation at the next meeting.
Commissioner Hunter inquired about postcard circulation and applicant awareness for
the historic overlay.
Commissioner Fox asked for code reference for the radius of distribution, reasons for
demolition, the proposal of new single family residential design, salvaging older material
for reuse and new materials.
Chair Cameron-Behee inquired if staff would be levying any fines. Planning Manager
Stalheim gave follow up and Mr. Schenk further provided a public hearing with the
Hearing Examiner that will take place on October 19th.
Commissioner Anderson inquired about photos of the home prior to demolition.
Commissioner Tucker inquired about guest awareness for preparation of the meeting.
Commissioner Morrison inquired about a timeline of demolition.
Guest Schenk stated that information, including narrative and photos, have been
submitted for the current land use process. Planning Manager Stalheim stated that
any additional answers to questions, photos, etc. should be provided to Assistant
Planner Landry.
Commissioner Fox inquired about expedition of process. Planning Manager Stalheim
explained the process and discussed public notice requirements. Assistant Planner
Landry stated that the project is currently in an expedited route.

1425 RUCKER AVENUE
Assistant Planner Landry presented the proposal to build a new primary single family
residence and convert the existing single family residence into a Detached Accessory
Dwelling Unit. She stated that the home is not contributing within the historic overlay.
The proposal is consistent with Rucker Grand Overlay Guidelines and Standards.
Discussion ensued on the difference between a Detached Accessory Dwelling Unit
versus an Infill Dwelling Unit, density limitations and square footage of Infill Dwelling
Units, potential for conversion into a duplex, chimney material for the new home, deck
size on the second floor and parking.
No further discussion. No recommendation needed from Commission. Staff will move
forward to process the permits.
SPARKS GRANT
Commissioner Tucker discussed the program and deadlines for submission. Groups
of three or four people could apply the grants, however the Historical Commission
cannot. Discussion ensued about the target audience, publicity for the opportunity,
funding, and possible projects.
DAHP PRESENTATION
Commissioner Hall presented slides adapted from Department of Archaeology and
Historic Preservation and Washington Emergency Management Division. Input from
from Historical Commissions on input for supportive efforts is being sought.
Discussion ensued on the types of partners involved in assessing buildings after a
disaster, how to access areas, FEMA regulation and involvement, types of natural
disasters and planning considerations for each, and other municipal examples.
Commission agreed to revisit the questions again at the next meeting.
ADDITIONAL AGENDA ITEMS
No additional items to discuss.
PROJECT UPDATES
Assistant Planner Landry gave a brief update on the following items:
• Mill Town Trail. Signs are being fabricated and will begin to be installed at the
end of the month. Another update will be provided in November.
• 2931 Broadway, destroyed by fire. The “Marigold Hotel” building had an inventory
conducted by the DAHP, but was not on a register nor within the Hewitt National
District.
• 812 35th Street, proposed subdivision. A public comment period is currently open
for the 3 lot proposal. The property is not within the Rucker Hill National District
nor within an overlay or on a register.
• 2501 Colby Avenue, proposed demolition and new multifamily building. The
property has gone through a Pre-Application Meeting, no project or permits

submitted yet. Information on the Everett Register and Special Valuation at the
Pre-App meeting. Discussion ensued on the process for the proposal.
Commissioner Ramstad asked for updates in future meetings.
Commissioner Tucker stated that there has been inquiry on a tour of the Carnegie
Building and could the Commission conduct such a tour. Planning Manager Stalheim
stated that yes, it could be included if it were an agenda item.
Discussion ensued about the Longfellow Building. Commissioner Ramstad stated that
the Museum is planning to look at other locations at this time.
FUTURE AGENDA ITEMS
Future agenda items include 2103 Virginia Avenue, DAHP Historic Preservation
Planning, and CLG Mobile Walking Tour.
OTHER BUSINESS
There was no other business.
ADJOURNMENT
Commissioner Morrison moved to adjourn the meeting. Motion seconded by
Commissioner White. Motion passed unanimously and the meeting was adjourned at
8:19 pm.
