Chair White called the meeting to order at 6:28 p.m. CITIZEN COMMENTS None. COMMISSIONER COMMENTS Commissioner O’Donnell mentioned the passing of prior Historical Commissioner Jack Kelly. He circulated handouts on tours Historic Everett and the Port of Everett will be conducting. Commissioner Ramstad is collecting information on buses and streetcars. Commissioner Tucker mentioned pedestrian wayfinding signs being installed in downtown; more are phased to be installed at a later time. She mentioned activities planned for Everett’s 125th Celebration. Commissioner Hunter provided an update on 2103 Virginia Avenue. Chair White passed around a 1919 letter he found in a Seattle antique shop. APPROVAL OF MINUTES Commissioner Vincent made one correction. Commissioner Ramstad moved to approve the March 27, 2018 minutes as corrected. Motion seconded by Commissioner Cameron-Behee. Motion passed unanimously. ADDITIONS TO AGENDA Commissioner O’Donnell asked that discussion for 1927 Rucker Avenue be added. Page 1 of 3 ACTION, 2601 VIRGINIA AVENUE Planning Manager David Stalheim passed around copies of updated plans. Chair White reviewed the action needed by the Commission. Staff recommendation to the Commission is approval of the infill dwelling. Chair White invited additional comments or questions. Cory Ryan, property owner, discussed recommended changes to the single family residence, including a dormer to break up the massing. He noted no changes for the infill dwelling. He asked Planning Manager Stalheim about removing public notice signs. Commissioner Vincent inquired about public comments received. Mr. Ryan responded with reference to the public comment included in the packet. Commissioner Ramstad made a motion to accept the plans as proposed. Commissioner Vincent seconded the motion. Motion passed unanimously. DISCUSSION, METRO EVERETT Chair White opened the agenda item and asked for initial comments or questions. Planning Manager Stalheim provided background. Commissioner O’Donnell inquired about parking standards. Staff responded that required parking standards will be changing citywide and on-street parking has not been addressed. Commissioner Fox inquired about consolidation of historic overlay standards; staff will be looking at this task in the future. Planning Manager Stalheim touched on the Metro Everett Plan and development regulations for areas within Metro Everett, specifically within historic overlays. Discussion ensued on heights adjacent to overlays, base height calculations, merging of zones, density, design standards, affordable housing, height incentives, and definitions. Comments provided prior to the meeting were addressed. Single family uses will be added as a permitted use within historic overlays. Commissioners and staff discussed adaptive reuse for historic buildings and public process requirements. Chair White invited additional comments or questions. Ms. Hewat asked about Clinic/Office Overlay boundaries and additional commercial uses being permitted. Concerns regarding uses, density, and increased heights adjacent to historic overlays were presented and a recommendation for a buffer or transitional area. Commissioner O’Donnell mentioned speaking with neighbors and supported the idea of a transitional area around historic overlays. Discussion of heights continued. Staff will change height standards around Providence Hospital to reduce height from 8 stories. Commissioner Morrison inquired about timelines. Planning Commission will be briefed on June 5th. A public open house is scheduled for Wednesday, April 25th. Adoption of code is planned for Fall 2018. Page 2 of 3 Chair White inquired about discussion in the community regarding a Main Street Program. Staff is looking into this task. EVERETT REGISTER Commissioners reported on buildings assigned for prospective Everett Register nomination. Properties that may benefit from Special Valuation were discussed. Property owner address concerns were discussed. Commissioner Tucker reported on a discussion with Dana Oliver, Downtown Everett Association (DEA) Executive Director. The DEA is working on building inventories and collecting property owner information. Chair White reminded that this is an ongoing agenda item. DISCUSSION, 1927 RUCKER AVENUE Commissioner O’Donnell discussed working on the Everett Register nomination for the property with Commissioner Fox. The nomination will be presented for discussion to the Commission in May. The property is currently listed for sale. PROJECT UPDATES Planning Manager Stalheim presented staff updates. • 2108 Rucker Ave. – staff met with property owner who is looking to list on the Everett Register and receive Special Valuation • CLG Walking Tour – comments still needed from Commissioners • CLG 2019 Grant Cycle – staff will be submitting a grant to DAHP for potential Hewitt Overlay design guidelines • Staff attended CLG Landmark Training in April • Park Naming – City Council to be briefed before public notice process; public hearing to be in May or June • Butler Jackson House – staff met with children of property owner on National Register listing status Commissioner Vincent inquired about any restrictions on the vacant lot adjacent to Watson’s Bakery. No restrictions known. FUTURE AGENDA ITEMS Future agenda items will focus on 1927 Rucker Avenue, Everett Register, and potential Park Naming. OTHER BUSINESS There was no other business.
