CALL TO ORDER
The regular meeting of the Everett Historical Commission was scheduled for Tuesday,
March 27, 2018 at 6:30 p.m. at the Van Valey House, 2130 Colby Avenue, Everett, WA
98201.
Chair White called the meeting to order at 6:30 p.m.
CITIZEN COMMENTS
Sherry Steele offered help for anyone using Ancestry.com.
Jean Satti-Hewat, resident of the Norton Grand Historic Overlay, provided a list of
concerns regarding proposed changes to historic neighborhoods in Metro Everett. She
asked that the Historical Commission give attention to and address the following
concerns that put the residential nature of the neighborhood at risk:
• Up-zoning parts of Norton Grand area to Urban Residential, including change of
uses (allowing micro-housing, live/work units).
• Nassau St., from Pacific Ave. to 34th St., is changing use from residential with
clinic overlay to mixed use developments, including the following uses on ground
floors: retail stores, alcohol production/distillery, entertainment/recreation,
restaurants/bars, and clubs/lodges. Commercial uses will affect the quiet
residential neighborhood.
• Development standards are changing for Nassau St. (height increase up to
seven stories tall), Rucker Ave. (height increase up to eight stories), and density
increasing to no maximum residential limit.
• Lot coverage will be changing to 85%.
Commissioner Ramstad asked Planning Manager Stalheim about public input for the
Metro Everett process. Chair White asked for a detailed list of concerns to be provided
at the next meeting. Commissioner Tucker mentioned consideration for establishing a
historic overlay for Rucker Hill. Discussion ensued about how to get the neighborhood
association involved in the potential overlay. Commissioners asked for Metro Everett to
be added to the next meeting agenda.

COMMISSIONER COMMENTS
Commissioner O’Donnell mentioned the passing of prior Historical Commissioner
Steve Butterfield and made a correction from February’s discussion of the Swalwell
Block being on the register.
Commissioner Hall registered for Revitalize WA Conference.
Commissioner Morrison gave an update to work at Trinity Episcopal Church.
Commissioner Tucker attended the Malstrom Awards and attended a Wallingford
Neighborhood Talk.
Chair White mentioned an upcoming event, History Mystery, on April 3rd at 6 p.m. at the
Everett Public Library; library is requesting help in identifying photos.
Commissioner Vincent provided an update on touching base with Kyle Evans, Digital
Communications Specialist, and Kathleen Sofer, Public Affairs Specialist, at the Port of
Everett.
APPROVAL OF MINUTES
Commissioner Ramstad made two corrections. Commissioner O’Donnell made two
corrections. Commissioner Cameron-Behee made one correction. Commissioner
O’Donnell moved to approve the February 27, 2018 minutes as corrected. Motion
seconded by Commissioner Cameron-Behee. Motion passed unanimously.
ADDITIONS TO AGENDA
None.
DISCUSSION, NAMING PROPOSAL
Assistant Planner Landry provided a brief update. Public comment is rescheduled for
May, 2018. Bob Leonard, Parks Department, briefed the Commission on the current
status for the proposal. The proposed park is in the Glacier View Neighborhood. The
YMCA and the City of Everett are reviewing a mutual agreement. Pending City Council
review in May, the park will be brought to the Historical Commission for naming.
Commissioners discussed ideas for the park name, including Claremont and Glacier
View. The proposed park is intended to serve the surrounding neighborhood.
Commissioner O’Donnell mentioned comments from residents, who are not in favor of
the name Claremont. Assistant Planner Landry briefed the Commission on the public
notice process. Chair White mentioned the last naming process for Wetmore Plaza and
the description that helped in the decision. He provided a brief historical background to
the proposed park’s neighborhood. Commissioners agreed that the neighborhood input
would be helpful in the decision.
DISCUSSION, 2601 VIRGINIA AVENUE
Assistant Planner Landry presented a briefing on the project. The Commission is
asked to provide recommendation at the next meeting for the infill dwelling unit. She

asked for Commissioners to discuss any questions they may have and other comments
to address at the next meeting.
Cory Ryan, property owner, stated his appreciation for the Commission and his work
with staff to comply with the historic guidelines.
Commissioner Cameron-Behee asked for clarity on the proposed plans. The existing
home will have a proposed attached two story addition. The existing garage will be
demolished to accommodate a new garage and infill dwelling unit above.
Discussion ensued regarding the proposed addition to the existing single family
residence. Removal of the shingle skirting, existing versus proposed siding, and 2nd
story addition band lining up to the existing home were discussed. Commissioner Fox
inquired about massing standards for the historic overlay and if the proposal was
compliant.
Commissioners asked that the proposed construction be on the same elevation sheet,
to see what the proposal will look like from Virginia Avenue to the alley. The combined
drawing will be included in the packet for the next meeting.
RECOMMENDATION OF COA, 1332 RUCKER AVENUE
Assistant Planner Landry presented a briefing on the project. A Certificate of
Appropriateness (COA) is required for the Everett Register property. The COA is for
Phase II of renovation work to interior and expansion of kitchen. Work outside of the
original home is not included in future Special Valuation considerations.
Commissioners discussed public views to addition and compatibility.
Commissioner Ramstad moved to approve the Certificate of Appropriateness, motion
seconded by Commissioner Tucker. Motion passed unanimously.
EVERETT REGISTER
Staff mailed out letters to property owners and subject properties per assessor
information. Discussion ensued regarding next steps.
Commissioners agreed that if property owners haven’t responded by the next meeting,
to pursue other means of contact. Commissioner Tucker will touch base with
Downtown Everett Association regarding this effort.
Commissioner Anderson mentioned that he has been able to touch base with the
property owner at 1502 Hewitt Avenue and there is interest in listing it on the Register.
CLG WALKING TOUR
Assistant Planner Landry asked for feedback from Commissioners for the tours. She
mentioned a pilot test for the tour on June 2nd. Work is still pending on creative writing
and graphic design services for the grant. Chair White asked that Commissioners
check out the tours on their mobile devices before the next meeting.

FUTURE AGENDA ITEMS
Future agenda items will focus on Everett Register listings, Metro Everett, and action for
2601 Virginia Avenue.

There was no other business.
ADJOURNMENT
Chair White moved to adjourn the meeting. Motion seconded by Commissioner
Ramstad. Motion passed unanimously and the meeting was adjourned at 8:34 pm.
