Chair White called the meeting to order at 6:31 p.m. CITIZEN COMMENTS None. COMMISSIONER COMMENTS Commissioner Morrison mentioned waterproofing and parapet work at Trinity Episcopal. Commissioner Cameron Behee shared information on Mrs. Jackson’s passing and the proposal of apartments at 2721 Wetmore Avenue. Commissioner Anderson gave praise to the work at 2108 Rucker Avenue and the Hodges building. He inquired about wayfinding signage; Assistant Planner Landry responded that a proposal has been presented to Traffic Staff. Commissioner Fox inquired about the Historic Everett Theatre being sold. Commissioner Hunter stated that the Virginia Avenue home has a new floor and joists. Commissioner Tucker asked for RSVPs to the Carnegie Tour. APPROVAL OF MINUTES Commissioner O’Donnell moved to approve the January 23, 2018 minutes as corrected. Motion seconded by Commissioner Ramstad. Motion passed unanimously. Page 1 of 3 ADDITIONS TO AGENDA Assistant Planner Landry asked to add a presentation by the Parks Department and re-order the agenda to allow the Port of Everett, Parks Department, and visitors to speak prior to the Everett Register discussion. PORT OF EVERETT, THE EQUATOR Lisa Lefeber, Port of Everett, brought images of The Equator and discussed its history. The vessel currently sits on Port property and is considered an ‘orphan’. Prior research has allowed for the boat to be digitally recreated through LIDAR imaging. The boat broke in November, 2017 and in its current state it cannot be moved. The Port is planning to shield the boat from the elements and enclose the vessel. Signage will be cleaned up and the existing stairs removed. The Port will be pursuing a state of arrested decay for the boat. PARKS DEPARTMENT, NAMING PROJECT Bob Leonard, Parks Department, presented to the commission about the naming of a potential “Glacier View Neighborhood Park” located adjacent to the new YMCA. The 1 acre park is proposed to be donated to the City. Discussion ensued between commissioners regarding history of the neighborhood. Commission will wait to consider names at their next meeting and propose to have a public hearing in April. 1332 RUCKER AVENUE Assistant Planner Landry introduced the project and scope of work. She asked for the property owner, Tracy Gilson, to speak on the proposal as well. The property is listed on the Everett Register and received Special Valuation in 2011 for Phase I restoration work to the single family residence. The proposed work for the garage, will demolish the existing garage and rebuild in its place. The new garage is compliant with Historic Overlay standards, is not contributing to the Register nomination, and requires no action from the Commission. The proposed work for the Single Family Residence will additional restoration work, with the work applicable to the original structure to be eligible for Phase II Special Valuation. This work will require a Certificate of Appropriateness and was scheduled for discussion at the next meeting. EVERETT REGISTER Brent Diamond, Visitor and Property Manager of Port Gardner Building, discussed potentially two plaques for the building at 2802 Wetmore Avenue. One plaque is proposed for the Balboa Theatre and another for the Port Gardner/Bon Marche Building. Commissioners supported the idea of two plaques by amending the Everett Register nomination for the Port Gardner building by renaming the building to the “Bon Marche” and creating a new nomination to the Balboa Theatre. Page 2 of 3 Commissioners continued to discuss the process for adding additional properties to the Everett Register, including a letter to go out to property owners and assigning properties to Commissioners. An excel sheet with assigned properties was created during the meeting and will be included as an agenda item for the next regular meeting. Staff will send out letters with assigned Commissioner obtaining a copy. Chair White asked that the website link be added to the letter. CLG WALKING TOUR Assistant Planner Landry provided an update on the project. Different versions of the tour will be available. Staff has consulted with the Community Engagement and Communications Department, to collaborate on the 125th Celebration. PROJECT UPDATES Assistant Planner Landry updated the Commission on the following: • Bible Way COGIC – 2228 Wetmore Ave., interested in being placed on the state register. • Historic Seattle Mid-Century Modern Tour will occur on March 3rd. FUTURE AGENDA ITEMS Future agenda items will focus on Everett Register listings, 1332 Rucker Avenue Single Family Residence work, and Naming Project for the Parks OTHER BUSINESS There was no other business.
