CALL TO ORDER
The regular meeting of the Everett Historical Commission was scheduled for Tuesday,
January 23, 2018 at 6:30 p.m. at the Van Valey House, 2130 Colby Avenue, Everett,
WA 98201.
Chair Cameron-Behee called the meeting to order at 6:35 p.m. followed by introduction
of commissioners and visitors.
CITIZEN COMMENTS
None.
COMMISSIONER COMMENTS
Commissioner Ramstad stated that the Everett Museum has secured a location at
2939 Colby Avenue. The Museum Board is looking for members.
Commissioner Hall stated that he will not be joining the Tree Committee; the position
is still available for another Historical Commissioner to step into. He brought a copy of
the latest Historic Seattle catalog and plans to attend Revitalize WA conference April 23
– 25, 2018. Discussion ensued about conference attendance.
Commissioner Fox passed around copies of his Riverside Brochure.
Commissioner White inquired about three homes along Rockefeller Avenue that are
boarded up and discussed the Monte Cristo area. Meetings are set at the Wall Street
Building and Everett Library for next step discussions.
Commissioner Anderson discussed a December 17 article from the Seattle Times on
Astoria, OR.

Commissioner O’Donnell discussed touching base with prior Historical Commission
Chair Bobby Olsen. He brought attention to property records available online for public
viewing if needed and mentioned meeting with the property owner at 4918 S. 3rd
Avenue for Everett Register nomination.
APPROVAL OF MINUTES
Chair Cameron Behee made one correction. Commissioner Ramstad moved to
approve the November 28, 2017 minutes as corrected. Motion seconded by
Commissioner Hunter. Motion passed unanimously.
ADDITIONS TO AGENDA
Commissioner Fox asked to add a brief discussion about The Equator.
NOMINATION AND ELECTION OF OFFICERS
Chair Cameron Behee opened the floor for nominations and reviewed prior
nominations.
Commissioner Ramstad nominated Commissioner White for Chair and Commissioner
Morrison for Vice-Chair. Both accepted the nomination.
Commissioner Hunter withdrew his nomination for Chair.
Commissioner Tucker withdrew her nomination for Vice-Chair.
Chair Cameron Behee closed the floor for nominations and moved to vote.
Commissioner O’Donnell moved for a unanimous ballot for Commissioner White for
Chair and Commissioner Morrison for Vice Chair. Commissioner Ramstad seconded
motion. Motion passed unanimously.
MEMBERSHIP REFRESHER
Assistant Planner Landry gave a brief presentation on Historical Commission roles
and responsibilities. Discussion was accompanied by the Everett Citizen Boards and
Commissions Manual.
Commissioner Hall inquired about public disclosure and record requests. Discussion
ensued about the Washington Open Public Meetings Act.
Commissioner Cameron Behee asked for more qualifying details and clearer points
for discussion in the minutes.
REGISTER NOMINATION PROCESS
Commissioner Hall began the discussion by reviewing the proposed list titled
“Properties within Metro Everett boundaries…” He suggested that each Commissioner
be assigned a listing through a lottery process and have a date picked for the
nomination to be presented to the Commission.

Discussion ensued regarding process, the potential list, and contact with property
owners. Commissioners agreed to reach out to property owners with a letter for
introductions. The letter should touch on property history, benefits of the register listing,
quotes supporting historic preservation, and next steps.
Commissioners will review the nomination form in their notebooks, increase the
potential register list, review a property owner introductory letter, and discuss timeline at
the next regular meeting. Examples of prior register listings will be provided at the next
meeting. Commissioners discussed expanding the list beyond Metro Everett.
Chair White will work on the letter with staff. Commissioner Fox, Commissioner
O’Donnell, and Commissioner Hall will work on the potential register listings.
MILL TOWN TRAIL VIDEO
Commissioner Fox provided an online video featuring photos from a bike ride along
Mill Town Trail.
ADDITIONAL AGENDA ITEMS
Commissioner Fox discussed deterioration of The Equator, a property on the National
Register with the Port of Everett. He would like to pursue ‘arrested decay’ of the
structure in discussions with the Port. Commissioners discussed having a Port
representative attend a regular meeting. Staff will reach out to Port contacts for meeting
attendance.
PROJECT UPDATES
Assistant Planner Landry updated the Commission on the following:
• State SHPO Award Nominations – open for award nominations.
• Hodges Building – window replacement permit maintained existing wood frame,
part of the National Register inventory assessment.
• Register plaques – staff has had contact with plaque manufacturer. Cost of a
plaque is paid for by property owner.
• Heritage Grant – staff submitted a request for sign toppers within historic
overlays and the Rucker Hill National Register District.
Planning Manager Stalheim mentioned Metro Everett is now on the City’s Website for
public viewing and a Mayoral Directive about Economic Development and Planning will
be published within the next day.
FUTURE AGENDA ITEMS
Future agenda items will focus on Everett Register potential list and a discussion about
The Equator. Staff will also provide an update on the CLG Historical Walking Tour.
OTHER BUSINESS
There was no other business.
ADJOURNMENT
Chair White moved to adjourn the meeting. Motion seconded by Commissioner
Ramstad. Motion passed unanimously and the meeting was adjourned at 8:00 pm.
