Chair Fox suggested that agenda item 5 be moved to earlier in the agenda and the commissioners agreed to do so. Citizen Comments (for items not on tonight’s agenda) Chair Fox asked if there was a member of the public with comments or questions for items not on the agenda. No one spoke up with any comments. Approval of Prior Meeting Summary The meeting summary for the prior Historical Commission meeting held on Jan. 26, 2021 was reviewed with staff explaining that an additional guest had been present and should be added to the list of attendees. A motion to approve the meeting summary, as corrected, was made by Commissioner Hall, seconded by Commissioner Ramstad and approved unanimously. Design Review of Proposed ADU at 1507 Rucker Av Staff reviewed the proposal and recommendation. The applicant explained more about the proposal and answered questions from the Commissioners. There was discussion about the proposed slanted roof that is a deviation from the 6:12 minimum pitch, but was determined to be appropriate for the ADU off the alley. Chair Fox asked for public comment—the property owner responded that there will be plantings to screen the foundation. A motion to approve the design was made by Commissioner Hall, seconded by Commissioner Ramstad and approved unanimously. Design Review of Proposed Rucker Mixed Use-Bldgs. A & C Chair Fox asked staff to review the Appearance of Fairness rules for the quasi-judicial proceedings. One Commissioner recused himself from this agenda item. Staff explained that this is a continuation of the design review on this project that began at the prior meeting and what activities/revisions have occurred since the last meeting. Staff also described the two requested deviations and the applicant clarified the rationale behind the requests and how it would result in an overall superior design. The 1 applicant team made a short presentation about the outcomes from attending the Port Gardner Neighborhood meeting on Feb. 11 and proposed revisions to the project. Several members of the public made comments and asked questions. Commissioners also asked questions. Staff responded to questions about noticing and the overall review process. The applicant team responded to the questions/comments about the project. A motion was made by Commissioner Cameron-Behee and seconded by Commissioner Hall to approve the site plans submitted on February 20, 2021 and accept the two deviations as requested by the applicant. The motion passed with 4 yes votes, 1 no vote, 2 abstaining. EvCC Proposal to Rename “Little” Broadway Renaming a public roadway requires a recommendation from the Historical Commission. In this instance, the Everett Community College is requesting that the City rename “Little” Broadway to “Trojan Way” to distinguish the street from Broadway and eliminate confusion. The two adjacent properties are student housing and their owners concur with the proposed name change. The City’s Transportation Advisory Committee has approved the proposal. Chair Fox described the historical significance of the trojan mascot to the college. Commissioner Hunter made a motion to approve the name change to “Trojan Way”. The motion was seconded by Commissioner Hall and approved unanimously. Commissioner and Staff Comments Commissioner Hall mentioned that he hoped his nomination to the National Register for the Longfellow Elementary School would be on next month’s agenda. He also noted that Kim Gant from DAHP will provide training on conducting design reviews at the March 23 meeting. Staff reported that a new Long Range Planning Manager, Becky McCrary, had been selected by City Administration. The City is still recruiting for a Planning Director. A motion to adjourn at 8:45 p.m. was made by Commissioner Hall and seconded by Commissioner Cameron-Behee, with unanimous agreement. The next meeting will be on Tuesday, March 23, 2021 and will feature a 1.5 hour training session on conducting design reviews in an historic district given by DAHP expert, Kim Gant. 2
