Everett Historical Commission Meeting Summary June 22, 2021 Commissioners Staff Guests Amelia Hieb, Chair Karen Stewart Michelle Thompson Thomas Feeney Becky McCrary Twyla Lucas Glenn Hunter Laura Cameron-Behee Patrick Hall Madison Vazquez Arnold Morrison (late) The virtual meeting convened at 6:30 pm with a roll call of Commissioners. Citizen Comments (for items not on tonight’s agenda) Chair Hieb asked if there was a member of the public with comments or questions for items not on the agenda. No one spoke up with any comments. Approval of Prior Meeting Summary The meeting summary for the prior Historical Commission meeting held on May 25, 2021 was reviewed and no changes were requested. A motion to approve the meeting summary was made by Commissioner Cameron-Behee, seconded by Commissioner Hunter and approved unanimously, with Commissioner Hall abstaining because he didn’t attend the meeting. Design Review—Accessory Dwelling at 3430 Norton Staff reviewed the recommendation to approve the design as submitted. Commissioner Hall made a number of suggestions about ways to improve the design and historic look of the proposed new construction. Several Commissioners suggested double hung windows in the front instead of the more modern looking vertical windows. There was also a request to save the cherry tree. Commissioner Hall made a motion to approve, seconded by Commissioner Hunter. The motion to approve the ADU design was approved unanimously by the Historical Commission. DAHP Training Session Michelle Thompson, CLG and Main Street coordinator from DAHP gave an excellent hour-long slide presentation describing the role and duties of a Certified Local Government (CLG). There was a discussion about some of the topics with the Commission. Michelle said she will follow-up with an email giving examples and resources for the Commission and staff. Commissioner and Staff Comments Commissioner Hall announced that the Longfellow School and Annex is scheduled for review of the recommended listing on the National Historic Register by the State Advisory Council on Historic Preservation. Staff thanked the Historical Commission for providing a recommendation of support to City Administration which resulted in their concurrence. The City Administration relied on the expertise and review of the Historical Commission to bolster their decision since the Everett School District remains opposed to the National Register listing. The CLG nomination evaluation form was submitted to 1 DAHP with two recommendations of approval. The State Advisory Council will review the nomination and recommendations at approximately 1:00 pm on June 29th. The meeting link has been forwarded to the Historical Commission if they wish to observe/participate in the State proceedings. There was follow-up discussion about purchasing Everett Historic Register and District plaques. Individual property owners may purchase 8” x 10” plaques with an Historical Commission approved design to display on the front of their building. In the past, a company in Monroe has created the metal plaques for $275 plus shipping and sales tax. Staff will provide eligible property owners their contact information upon request. Commissioner Hall suggested that the approximately 11 Donovan homes that were relocated out of the Donovan Historic District because of hospital expansion should be eligible for the plaques and have that portion of the block designated as part of the Donovan Historic District. Staff thanked Chair Hieb for chairing the meeting and said the next meeting will be in August. By that time, it is hoped that we will be allowed to gather in person—perhaps outside at a local park. A motion to adjourn at 8:10 p.m. was made by Commissioner Cameron-Behee and seconded by Commissioner Hall, and approved with unanimous agreement. 2
