The meeting convened at 6:30 pm with a roll call of Commissioners. The meeting was held in-person in
the 8th floor Hearing Room at the Everett Municipal Building.
Acceptance of Agenda
Commissioner Barren made a motion to accept the May 23, 2023, agenda, it was seconded by
Commissioner Palen, and approved unanimously.
Citizen comments (for items not on tonight’s agenda)
There were no citizen comments for items not on the agenda.
Approval of April Meeting Summary
Commissioner Palen made a motion to approve the April 25, 2023, meeting summary. Commissioner
Barren seconded and it was approved unanimously.
2125 Grand Ave Preliminary Design Review
Vice Chair Hall recused himself from the preliminary design review. The commission conducted a
preliminary design review of a proposed detached Accessory Dwelling Unit (ADU) and garage at 2125
Grand Avenue. The reason for the preliminary design review is because staff requested changes to the
plans and the applicant requested to move forward with Historical Commission design review of the
current design. The applicant, Karen Anderson, and architect, Tuvia Poliskin, presented the proposed
project. The commission provided feedback on the proposed design as it relates to the Neighborhood
Conservation Guidelines and Historic Overlay Zone Standards. The commission made suggestions
related to roof pitch, exterior building materials, windows and doors, railings, etc. The applicant will
come back for a formal design review at a future meeting date where a recommendation will be made
to the planning director.
2023 Work Plan Update
Commissioner Satti-Hewat and Commission Barren will plan on giving a presentation on the website
updates at the next meeting. Staff will set up a time with Dan Eernissee to discuss signage. Regarding
the Everett Register plaques, the commission decided on a design and staff will work on getting the
application on the website. There were no other work plan updates.

Next Meeting (date and subject)
The next meeting will be held on Tuesday, June 27, 2023. It will be held in-person in the 8th floor
Hearing Room at the Everett Municipal Building (2930 Wetmore Ave). Becky McCrary will plan on giving
a presentation on the Comprehensive Plan Growth Alternatives at the next meeting.
Staff and Commissioner Comments
Staff will update the Historical Commission binders and provide them to the commissioners.
Commissioner Satti-Hewat suggested that the commission should create a photo database of examples
of quality design that they can refer to during future design reviews.
