Everett Historical Commission Meeting Summary June 27, 2023 Commissioners Staff Guest Arnold Morrison, Chair Alex Byrd Patrick Hall, Vice Chair Yorik Stevens-Wajda Madison Vazquez Theresa Gemmer Christine Svihus Jean Satti-Hewat Robert Barren Attendance The meeting convened at 6:30 pm with a roll call of Commissioners. The meeting was held in-person in the 8th floor Hearing Room at the Everett Municipal Building. Staff announced that Commissioner Bush resigned. Acceptance of Agenda A briefing on the ADU ordinance was added to the agenda under staff and commissioner comments. Chair Morrison made a motion to accept the June 27, 2023, agenda, it was seconded by Vice Chair Hall, and approved unanimously. Citizen comments (for items not on tonight’s agenda) There were no citizen comments for items not on the agenda. Approval of May Meeting Summary Chair Morrison made a motion to approve the May 23, 2023, meeting summary. Commissioner Vazquez seconded and it was approved unanimously. 2310 Virginia Design Review Commissioner Svihus recused herself from the design review. The commission conducted a design review of a proposed detached Accessory Dwelling Unit (ADU) at 2310 Virginia Ave. The applicant did not attend the meeting. After discussing the project, Vice Chair Hall made a motion, seconded by Commissioner Barren, to make a recommendation of approval to the Planning Director with the conditions outlined below. It was approved unanimously. 1. Revise the plans to incorporate vertical sliding windows (i.e., double hung) that are consistent with the Guidelines, instead of the currently proposed horizontal sliding windows. 2. Revise the plans to include an elevated front porch consistent with the Guidelines. 3. Submit code compliant construction level drawings. 2023 Work Plan Update There were no work plan updates. Commissioner Satti-Hewat and Commission Barren will plan on giving a presentation on the website updates at the next meeting. 1 Next Meeting (date and subject) The next meeting will be held on Tuesday, July 25, 2023. It will be held in-person in the 8th floor Hearing Room at the Everett Municipal Building (2930 Wetmore Ave). Staff and Commissioner Comments Chair Morrison shared an update regarding the Equator located at the Port of Everett. Vice Chair Hall shared a webinar opportunity about best practices in local commission operation by the National Alliance of Preservation Commissions. Yorik Stevens-Wajda, Planning Director, gave a briefing on the proposed amendments to the city’s ADU development regulations. A recording of the full meeting is available upon request. 2
