Acceptance of Agenda The September 26, 2023, agenda was accepted by the Historical Commission with the following change: Item #7 (website updates) was continued to the October 24, 2023, meeting. Citizen comments (for items not on tonight’s agenda) There were no citizen comments for items not on the agenda. Approval of August Meeting Summary Chair Morrison made a motion to approve the August 22, 2023, meeting summary. Commissioner Barren seconded the motion, and it was approved unanimously. Trojan Way Renaming to Officer Dan Rocha Way The Historical Commission reviewed the request from the Everett Police Department to rename the 1000 block of Trojan Way to Officer Dan Rocha Way, in honor of his sacrifice and line of duty death that occurred on March 25, 2022. The commission found that the request meets the criteria outlined in Section 3 of Resolution 6537. Chair Morrison made a motion to approve the renaming of the 1000 block of Trojan Way to Officer Dan Rocha Way, it was seconded by Commissioner Gemmer, and approved unanimously. The Historical Commission’s recommendation will be forwarded to the City Council for final action. 2902 Rucker Ave Certificate of Appropriateness Using the Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, the Commission reviewed the proposed exterior double door on the first floor of the east elevation and replacement of the glazing system within one of the existing windows 2902 Rucker Ave. The property is on the Everett Register of Historic Places. Chair Morrison made a motion to approve the proposed work, seconded by Vice Chair Hall, and it was approved unanimously. 1 Website Updates This item was postponed to the October 24, 2023, meeting. Comprehensive Plan Next Steps Becky McCrary, Long Range Planning Manager, gave a presentation on the Comprehensive Plan Periodic Update. The presentation focused on discussing and scheduling a Comprehensive Plan Periodic Update workshop with the commission, growth alternatives map with historic districts/overlays, and questions the commission may have about the Comp Plan Update. Staff will work on scheduling the workshop for either October 19th or October 26th. Next Meeting (date and subject) The next meeting will be held on Tuesday, October 24, 2023. Commissioner Satti-Hewat and Commissioner Barren will give a presentation on the website updates. Staff and Commissioner Comments Staff mentioned they were contacted by someone who was interested in purchasing the old fire station in the Lowell Neighborhood and what the process is to place a building on the Everett Register. Staff discussed with the commission the demolition of potentially eligible historic structures (structures that are not on a historic register, in a historic overlay, etc.). This came up recently when a SEPA application to demolish structures was routed to DAHP for comments and DAHP flagged potential historic resources on the site. Staff and the commission had a brief discussion on how staff could potentially sort through these demolition permit applications in the future.
