The meeting convened at 6:30 pm with a roll call of Commissioners.
Acceptance of Agenda
Chair Morrison made a motion to accept the November 28, 2023, agenda. It was seconded by
Commissioner Barren and approved unanimously.
Citizen comments (for items not on tonight’s agenda)
There were no citizen comments for items not on the agenda.
Approval of October Meeting Summary
Vice Chair Hall made a motion to approve the October 24, 2023, meeting summary. Commissioner
Gemmer seconded the motion, and it was approved unanimously.
1524 Grand Ave Design Review
The subject property is zoned R-2 (single-family detached medium density) and in the Rucker Grand
Historic Overlay Zone. The approximately 5,600 square foot lot is developed with a single-family
residence that is a contributing structure to the historic overlay. The applicant proposes to cover 236
square feet of the existing deck that is attached to the rear of the residence. The Historical Commission
reviewed the proposed addition at the November 28, 2023, meeting, for compliance with the
Neighborhood Conservation Guidelines. Vice Chair Hall made a motion to make a recommendation of
approval to the planning director. It was seconded by Commissioner Vazquez and approved
unanimously.
Comprehensive Plan Work
The Historical Commission will review the actions from the Everett Downtown Historic Preservation
Plan. Staff will provide the commission with a Microsoft Word version of the action items. Vice Chair
Hall asked the Downtown Everett Association Design Committee to review the plan and the commission
discussed reaching out to other stakeholders for feedback. Becky McCrary will be taking the Historic
Preservation Element to the Planning Commission on Tuesday, December 5th and will let them know the
Historical Commission would like to have a meeting with the Planning Commission. There will be a
Comprehensive Plan Workshop on Thursday, December 14th with the Historical Commission. After this
workshop, staff will create a draft element for the commission to review and provide feedback.

Next Meeting (date and subject)
The next meeting will be held on Tuesday, January 23, 2024. The commission will elect a new Chair and
Vice Chair.
Staff and Commissioner Comments
Commissioner Gemmer reminded staff and the commission about the Historic Everett calendars they
create each year. Vice Chair Hall announced that he stepped down as the president of the Downtown
Everett Association and a new president was elected. Staff reminded the commission that we have one
vacant position.
