Announcements & Requests to Add Agenda Items ➢ Hal and Tyler each offered agenda item suggestions to explore in future meetings including ADA ramps and sidewalk improvements, volunteer opportunities, and possible partnership opportunities with the Everett Station District Alliance. ➢ Tyler asked a few questions regarding a specific traffic signal malfunction on Evergreen Way and Corey suggested a future agenda item regarding signal strategies around the City and how they impact traffic in different areas. Public Comments ➢ None Engineering Report ➢ Corey gave several updates regarding local projects, this included: o The Rucker Streetscape o Grand Avenue Park Bridge o 2020 Pavement Overlay and Markings o Sewer “O” Replacement Project o Maple Heights Bridge Retrofit o Implementation of Overnight Parking Restrictions at Everett Station o Joint Adaptive Signal Project with Snohomish County and WSDOT o Edgewater Creek Bridge Replacement o Grand Avenue Utilities Project  ➢ Corey also gave updated on the following regional projects: o I-5 - NB Marine View Drive to SR 529 Corridor and Interchange (I/C) Improvements o SR 526 - Corridor Improvements ➢ Tyler asked a clarifying question regarding bicycle and pedestrian access plans for the 529 project, confirming a safe crossing is included in the scope of the project. ➢ Tyler and Corey briefly discussed the first stages in the process to add bicycle lanes along Colby Avenue according to the bicycle master plan. ➢ Richard and Corey briefly addressed the return of traffic flow to areas around the City once projects are completed and street closures are lifted. Police Report ➢ Tim Morgan noted that EPD has observed lower volumes of traffic since the start of COVID, and highlighted current areas of focus. ➢ He also explained how the traffic division is allocating resources considering current budget constraints, with safety as the highest concern. Transit Report ➢ Michael Schmieder gave a brief overview regarding pandemic related service adjustments and Transit’s long-term plan, which has currently restored 68% of the City’s pre-pandemic fixed route service. ➢ Another service adjustment is planned for October 11, which will expand Everett Transit’s service scope to 72% of pre-pandemic levels. Transit will also seek public comment and input regarding Everett Transit service moving forward through the pandemic. Agenda Items: Item 1: Renaming “Little” Broadway to Trojan Way Requested Action: Recommend Approval to City Council; Patrick Sisneros, Everett Community College and Michael Brick, Public Works ➢ Pat Sisneros gave a brief presentation and answered a few questions from the committee regarding Everett Community College’s interest in renaming “Little” Broadway to Trojan Way, which would only impact properties leased by the College. ➢ M/S/P to recommend the approval to City Council of renaming “Little” Broadway to Trojan Way. Item 2: Automated Traffic Safety Cameras Update Informational Briefing; Corey Hert, Public Works ➢ Corey provided a brief presentation outlining the City of Everett’s traffic safety data analysis and updated location options for photo enforcement cameras in school zones and signalized  intersections. Corey also explained how the different cameras work and requirements the City needs to follow. ➢ A short discussion ensued to clarify questions regarding the scope of the red-light camera system, proposed locations, and potential benefit and drawbacks of the program. ➢ The Committee reaffirmed support to move forward with a recommendation to City Council to approve the updated locations for photo enforcement cameras, based off an initial recommendation from November 2019. Item 3: Healthy Streets and Streatery Programs Informational Briefing; Corey Hert, Public Works ➢ Corey briefly spoke about the Healthy Streets and Streatery programs the City implemented to help alleviate some stressors for residents and businesses during COVID-19. ➢ There was a brief discussion regarding long term opportunities for these programs in spring and summer months. ➢ Adjourned at 9:44 am Next Scheduled Meeting: October 15, 2020
