Meeting called to order at 8:06 a.m. by Corey Hert

Announcements & Requests to Add Agenda Items
➢ None
Public Comments
➢ Jean, resident of Delta Neighborhood, expressed concern regarding fast and unsafe traffic
practices on E Marine View Drive. She offered suggestions from a resident perspective and
asked the City to consider implementing mitigation strategies.
Engineering Report
➢ Corey gave brief updates regarding the following projects:
o Grand Avenue Park Utility Bridge
o Sewer ‘O’ Construction
o Maple Heights Bridge Seismic Retrofit
o California Street Bicycle Pedestrian Facility Improvements
o US 2 I-5 Interchange Study and Improvements
➢ Corey also noted that the Healthy Streets program ended for the season on October 5th, while
the Streatery Program will extend through November 30th.
➢ City Council has scheduled a briefing regarding automated traffic safety cameras, set for
November 25th.
Police Report
➢ Tim Morgan stated that weather and speed related collisions have increased in recent weeks.
Many of these collisions have occurred in commuter areas and the traffic officers are focusing
resources in those locations to reduce risk.
Transit Report
➢ Michael Schmieder noted that Everett Transit implemented new service levels on Monday,
bringing fixed route service up to 72% of pre-pandemic levels.
Agenda Items:
Item 1: Review of 2020 Transit Development Plan
Requested Action: Recommend Approval to City Council; Tom Hingson, Transit
➢ Tom began with a notice that the Transit Development Plan (TDP) presentation was delayed
this year due to COVID-19. After briefly delivering an overview of 2019 data, projects, and
equipment, Tom emphasized focus areas for the department through 2025:
o COVID-19 recovery
o Paratransit growth
o Financial sustainability
o Everett Station facility upgrades and preventative maintenance
o Continued addition of electric commuter and paratransit busses to the fleet
➢ Tom cautioned the committee that figures in the overview of 2020 data next year will be lower
due to unexpected limitations from the COVID-19 pandemic. Ridership level recovery may be
further delayed in the future depending on the progression of the virus in coming months.
➢ A brief discussion followed regarding costs of routine maintenance and operations of Everett
Station.
➢ M/S/P to recommend 2020 TDP to City Council for Approval.
Item 2: Everett Traffic Signal Operation 101
Informational Briefing; Euneka Richards, Public Works
➢ Euneka gave a presentation detailing the goals and objectives that guide traffic signal
philosophy and policies throughout the City of Everett, including Federal and State
requirements.
➢ This presentation also included information regarding the City’s Traffic Management Center
(TMC) and other advances in traffic technology that allow City traffic engineers to make
timely, more informed, and efficient decisions when considering signal time changes.
➢ A brief discussion followed regarding safety precautions implemented at pedestrian crossings
in Everett and opportunities to pursue greater public outreach and education on similar topics.
