Announcements & Requests to Add Agenda Items  The committee briefly discussed options to express condolences and appreciation for the Tulalip Police Department, who tragically lost their first officer in the line of duty.  M/S/P to draft a letter from TAC to the Tulalip Police Department. Public Comments  Bob spoke about drainage issues he has observed in the Riverside Neighborhood.  Al expressed visibility concerns regarding some of the new construction on Rucker Avenue as the days become darker and weather worsens. Engineering Report  Starting in January 2021, Tom Hood will present the Engineering Report.  Corey gave brief updates regarding the following projects: o Grand Avenue Park Utility Bridge o Sewer ‘O’ Construction o Maple Heights Bridge Seismic Retrofit o California Street Bicycle Pedestrian Facility Improvements o US 2 I-5 Interchange Study and Improvements o SR 526 Improvement Project o I-5 to SR 529 Interchange Improvement o Silver Lake Loop shared path  Corey stated the City Council would schedule the presentation regarding automated traffic safety cameras in early 2021.   Due to recent COVID-19 restrictions for restaurants, the City will extend the Streatery program through the end of the year and re-evaluate continued need for the program at that time.  The committee briefly discussed the shifting landscape of the Streatery and Healthy Streets programs as the weather changes and opportunities to provide permanent assistance for businesses arise. Police Report  Sgt. Tim Morgan briefly updated the committee regarding the search for Officer Cortez with the Tulalip Police Department.  The traffic unit is performing emphasis patrols on several corridors, including East and West Marine View Drive. Sgt. Morgan added that emphasis is also placed on SR 526 due to an uptick in single vehicle collisions related to speed and weather conditions. Transit Report  Michael Schmieder briefly discussed two proposed options for the March 2021 service proposal. He noted that details may change between now and then dependent upon the progression of COVID-19 and public feedback.  Options and further information regarding the March 2021 service change can be found at http://everetttransit.org/368/2021-Service-Change-Proposal Agenda Items: Item 1: Safe Routes to School and Bicycle Pedestrian Program Grant Applications Informational Briefing; Corey Hert and Christina Curtis, Public Works  Corey noted that TAC is usually more involved with providing input for these applications, which was disrupted by COVID-19.  The Pedestrian and Bicyclist Program (PBP) and Safe Routes to School Program (SRTS) are offered by WSDOT every two years and are available to all public agencies in the State.  Corey and Christina briefly presented the four applications submitted by the City of Everett for the current funding cycle: o Sievers-Duecy Rd and 75th St SW Bicycle Corridor (PBP) o Madison Elementary Safe Routes to School Crossing Improvements (SRTS) o Everett Citywide Bicycle Wayfinding (PBP) o 12th St Pedestrian/Bicycle Corridor (PBP) Item 2: Special Disabled Parking Space Policy Informational Briefing; Corey Hert, Public Works  The City of Everett has been designating on-street disabled parking spaces for many years at the request of residents who meet certain criteria.   Currently, the City does not have a formal policy regarding these special on-street disabled parking spaces. Corey expressed the need for a vetted policy to turn to when issues and complaints regarding these parking spaces arise.  There was a brief discussion regarding the formal process to request construction of ADA sidewalk ramps and how other ADA requests can help identify areas most in need.  M/S/P to approve formal Policy 20-01 – Special On-Street Disabled Parking as presented to the committee.
