Meeting called to order at 8:01 a.m. by Chair Tyler Rourke.
➢ M/S/P for November 2020 Minutes.
➢ For the first meeting of the year, members briefly introduced themselves and described their
reasons and background for joining the committee.
Announcements & Requests to Add Agenda Items
➢ Hal requested to discuss projects that can be implemented with a short lead time and may be
considered high priority for funding under the new Federal Administration.
Public Comments
➢ None
Engineering Report
➢ Tom Hood gave brief updates regarding the following projects:
o Jackson Stormwater Separation Construction
o Sewer ‘O’ Construction
o Sidewalk construction on 16th Street
o California Street Bicycle Pedestrian Facility Improvements
o US 2 I-5 Interchange Study and Improvements
➢ Tyler expressed a desire for the California Street project to focus more heavily on connecting
City Streets to California and focusing on trestle connection when a new trestle is constructed.
Police Report
➢ Tim Morgan noted that the department is working diligently to make sure officers are
equipped with supplies to limit risk of exposure to COVID-19 when interacting closely with the
public.
➢ Tim added that there has been an uptick in DUI arrests over the past several months, and that
emphasis patrols are planned in collaboration with the Target Zero Snohomish County Task
Force.
➢ There was a brief discussion regarding vehicle vs pedestrian/cyclist fatalities.
Transit Report
➢ Michael Schmieder updated the committee concerning the upcoming 2021 service changes for
Transit. Both options proposed by Transit were received favorably in the community, with
option A selected for implementation in March. Transit will continue to explore implementing
elements of option B in the September 2021 service change.

Item 1: Traffic Signals 102: Pedestrian Interval Timing
Informational Briefing; Euneka Richards and Corey Hert, Public Works
➢ Corey proceeded with the continuation of a presentation from October 2020, detailing types of
intersections and corridors within the City and methodology used to ensure equitable delay of
all modes. This included prioritization of signal timing according to different needs at different
times of the day in numerous areas within the City, including school zones.
➢ The committee participated in a brief discussion regarding potential changes to signal timing,
adding safety and traffic infrastructure that also benefits non-motorized modes of
transportation, and location suggestions for hot response button implementation.
Item 2: Safety Priorities: City of Everett Local Road Safety Plan
Informational Briefing; Corey Hert, Public Works
➢ Corey detailed the City of Everett’s ‘Local Road Safety Plan’, which is updated bi-annually, data
driven, and influenced by the methodology of Washington State’s ‘Target Zero’ campaign. This
campaign has been adopted by many municipalities to foster communication, collaboration,
and cooperation throughout the State to eliminate traffic fatalities and serious injuries by
2030.
➢ Although progress has been made and the Washington State traffic fatality rates fall below the
national level, there has been an increase in reported traffic collisions since 2012. Corey
addressed likely factors for the increase and detailed the City’s strategies to combat them
moving forward and improve traffic safety for all modes.
➢ A robust discussion ensued regarding intelligent vehicle systems, infrastructure and safety
improvements for non-motorized transportation modes, and the necessary cooperation of
motor vehicle operators.
