TAC MINUTES April 15, 2021 In attendance: Members Staff Guests Hal Gausman Liz Vogeli, City Council Bob Creamer Michael Thomas Corey Hert, Public Works Ryan Weber Gracie Geremia Tom Hood, Public Works Luis Burbano Andrea DePaolo Richard Tarry, Public Works Representative Emily Wicks Tyler Rourke Kelsey Svaren, Public Works Brett Barret Kathleen Baxter, Public Works Meeting called to order at 8:02 a.m. by Chair Tyler Rourke.  M/S/P for March 2021 Minutes. Announcements & Requests to Add Agenda Items  Tyler reminded attendees that May is National Bike Month. In honor of Bike Everywhere Day on May 21st, there will be a visitor station located at Everett Station from 6am to 9am. Public Comments  Ryan Weber briefly spoke in consideration of adding construction of the ‘Whaleback Bridge’ to the 6 Year Transportation Improvement Plan.  Luis asked if there any plans to install protected bike lanes along Airport Road to serve Boeing and the Seaway Transit Center o Corey responded that there were some issues with width for installation of protected bike lanes, but the City is looking at other opportunities to offer better protection/routing for cyclists. The City is also prioritizing cyclist facilities on Sievers- Duecy Blvd and 75th St. Engineering Report  Tom gave brief updates regarding the following projects: o Interchange Planning Study at US 2 and Interstate 5 o California Street Bicycle Corridor o Wall Street non-motorized connector between Everett Station and Angel of the Winds Arena o Fleming Bicycle Corridor o Annual Pavement Maintenance Overlay Project o Bicycle Wayfinding Improvements on SR526  Tom added that the City of Everett will be applying to the League of American Bicyclists in August 2021 for status as a Bicycle Friendly City.  The committee briefly discussed opportunities to improve bicycle facilities along Casino Road and the I-5/SR 527 interchange in addition to offering input on the design proposals for upcoming bicycle corridor projects. Traffic Engineering Report  Corey gave updates on the following projects: o Evergreen Way/Everett Mall Way speed reduction o Red light photo enforcement program o 2021 ADA Transition Plan o Summer lane striping  Hal asked if budget constraints have impacted the amount of money that goes to the different neighborhoods to assist with improvements? o Tom responded that the Planning Department works with neighborhood groups to issue Community Development Block Grants. If a project is large enough, Public Works may assist in the process.  Tyler and Corey briefly discussed details regarding striping and the Bicycle Master Plan. Police Report  Corey spoke with Sergeant Morgan prior to the meeting, who asked everyone to remember that schools are coming back in session and to be mindful of pedestrians and school zones. Transit Report  None Agenda Items: Item 1: Six Year Transportation Improvement Plan Briefing/Discussion; Richard Tarry, Public Works https://everettwa.gov/218/Transportation-Improvement-Program-TIP  Richard Tarry presented the draft 2022-2027 TIP noting that he will ask for recommendation for approval from TAC during the May meeting to present to City Council.  The committee discussed questions regarding electrical vehicle charging stations and sidewalk construction/improvements. Richard added that the H.M. Jackson Pedestrian Bridge construction project was on the TIP several years ago but was deemed infeasible due to practical constraints and lack of attracting additional funding. Item 2: 2021 Pavement Maintenance Overlay Bicycle Improvements Informational Briefing; Corey Hert, Public Works  Corey shared a list of streets on the pavement overlay list for 2021. The project will include various improvements for signage, pedestrian and bicycle facilities, and visibility.  There was discussion regarding bicycle symbology and different methods of increasing pedestrian and bicyclist safety.  Adjourned at 9:46 am Next Scheduled Meeting: May 20, 2021
