Announcements & Requests to Add Agenda Items ➢ Tyler reminded attendees that May 21st is “Bike Everywhere Day” at Everett Station from 6am to 9am. Public Comments ➢ Robert Creamer informed attendees that the League of Women voters for Seattle, Snohomish and Kitsap counties will be having a virtual public forum on the transportation needs for the four counties region on June 14th from 6:30 PM to 8 PM. Engineering Report ➢ Tom provided updates regarding the following projects: o Bike Everywhere Day – Cristina Curtis will be attending with cart and fliers. o Edgewater Bridge is at the 60% design milestone. o Interchange between Westbound US 2 and Interstate is moving to the consultant selection phase. o Annual Pavement Maintenance Overlay Project (Summer Paving) was awarded at council and will start soon. o Rapid Rectangular Flashing Beacon to be installed at Pecks Dr and Cady Rd. o Reservoir 2 Project will start in the next six weeks. o Water ”V” Project – Install new watermain at Ridgemont near Howarth Park, Wetmore Between 7th to 10th, and Pine St between Everett Ave and 25th St. ➢ The committee briefly discussed how the diversion of traffic will be conducted as well as widening of bike lanes during the Pavement Overlay Project. Traffic Engineering Report ➢ Corey gave updates on the following projects: o Neighborhood Outreach – Will be attending the Westmont Holly Neighborhood meeting, the Pinehurst-Beverly Neighborhood meeting, the Delta Neighborhood meeting, and a presentation with Rep. Wicks on May 27th. o Removing center line on applicable roads for traffic calming is being identified o Stop Lines on 16th St between Broadway and W Marine View Dr. are complete ➢ Tyler noted that the Delta Neighborhood needs attention to safety for pedestrians and non- motorized users due to high speeds and unsafe crossings. Police Report ➢ Sergeant Morgan noted the following: o Continued traffic complaints on main thoroughfares where drivers are frequently driving double the speed limit. o Continue to ramp up school zone speed enforcement o Uptrend in vehicle assaults with major injury crashes o Uptrend in impaired driving, with multiple substances according to toxicology ➢ The committee briefly discussed a recent vehicle assault. Transit Report ➢ Michael informed the committee that Transit is sponsoring a table at the Everett Station “Bike Everywhere Day”, and will be showcasing the new 708 Electric Bus ➢ Michael provided the following Fall Reopening plans: o Over-all 18% increase in transit service o Route 4 will be slightly modified to essential services located at Riverside o Route 6 is potentially being restored o 5-weekday service will be restored to pre-pandemic levels. o Weekend service will remain as it is with 30-minute headways. o Route 29 will be moved to 30-minute headways. Agenda Items: Item 1: Six Year Transportation Improvement Plan Briefing/Discussion; Richard Tarry, Public Works https://everettwa.gov/218/Transportation-Improvement-Program-TIP ➢ Richard Tarry presented the 2022-2027 TIP and recommended approval from TAC during the May meeting to present to City Council. ➢ The committee discussed questions regarding Transit Infotainment. Item 2: 2021 Temporary Low-Cost Active Transportation Concepts: Tactical Urbanism Informational Briefing / Discussion; Tyler Rourke, Traffic Advisory Committee Chair ➢ Tyler shared a presentation regarding both citizen as well as city initiated tactical urbanism and low-cost improvements to local streets. ➢ There was discussion regarding the required process for initiating and requesting improvements to local streets. This included a request for a future agenda item on the process citizens are required to use when making changes to local streets and the regulations that govern these changes. ➢ Adjourned at 9:32 am Next Scheduled Meeting: June 17, 2021
