Announcements & Requests to Add Agenda Items ➢ Tyler requested a future agenda item to address bike lanes on Colby Ave. Public Comments ➢ Brian Hallgarth emailed regarding potential bike safety concerns on Mukilteo Blvd. Corey Hert informed the committee that he met with Mr. Hallgarth to review this location and to address these safety concerns. Engineering Report ➢ Tom provided updates regarding the following projects: o Annual Pavement Maintenance Overlay Project (Summer Paving) – will begin in a few weeks o Portable signal located on Mukilteo Blvd to allow for improvements of bridge joints on Maple Heights Bridge. o I-5/US-2 Interchange Planning Study is in the consultant selection phase. o Reservoir 2 Project issued notice to proceed to the contractor on 6.14.2021. o Water “V” Project – notice to proceed will be issued within a few weeks to begin installation of new watermain on Ridgemont Dr., Wetmore between 7th to 10th, and Pine St between Everett Ave and 25th St. ➢ The committee discussed the installation of Rectangular Rapid Flashing Beacons at Colby and 48th St and at Pecks Dr and Cady Rd. Traffic Engineering Report ➢ Corey gave updates on the following projects: o Bicycle wayfinding plans are finalized for the WSDOT prohibition of bicycles along SR 526 between Seaway Blvd and SR 527 / SR 99. o Sorticulture and Everett Farmers Market were both well attended. o Fourth of July Celebration will have a firework display. The city will set up the Incident Command Center for the event. o 2021 Pavement Marking Project will be awarded at the end of June. Construction will be completed in July and August. o Riverfront Blvd between 41st St and 36th St will be opening in the next several weeks. Police Report ➢ Sergeant Morgan noted the following: o Everett Police will be participating with the Snohomish County Target Zero Task Force on June 18th and July 3rd to reduce impaired driving. o Motorcycle Safety – High Visibility enforcement to focus on speeding, distracted driving and motorcycle violations. o Uptrend in distracted driving during the summer months. ➢ The committee discussed methods to encourage drivers to give the appropriate 6 ft of clearance to bicyclists. Transit Report ➢ Brian provided the following information regarding Paratransit: o Serves Everett’s ADA eligible population and 65 and older community. o During the Pandemic 98% of rides were single passenger trips to promote safety. o Maximum is three passengers per ride. o Ridership is less than 50% of the pre-pandemic levels. o Ridership has increased 12% from May to June. o Rethink Transit was presented to council on June 9th. Agenda Items: Item 1: Bike Everywhere Month – Citywide Bicycle Wayfinding Grant Informational Briefing/Discussion; Christina Curtis, Everett Public Works https://everettwa.gov/DocumentCenter/View/28289/Bike-Month-2021-infographic-PDF?bidId= ➢ Christina presented the Bike Everywhere Month – Citywide Bicycle Wayfinding Grant and discussed the progress that has been made on the Bicycle Master Plan. ➢ The committee discussed wayfinding effectiveness regarding bicycle safety. Item 2: Permitting Process for Traffic Control Devices in the Right of Way. Informational Briefing / Discussion; Corey Hert, Everett Public Works ➢ Corey shared a presentation regarding the permitting process temporary street use within the City of Everett’s Right of Way. He explained the Public Works Permit, Traffic Street Use Permit, and Events Permit as well as their applicable uses. ➢ The committee discussed addressing speeding and safety in neighborhoods. ➢ Adjourned at 9:45 am Next Scheduled Meeting: July 15, 2021
