TAC MINUTES July 15, 2021 In attendance: Members Staff Guests Hal Gausman Liz Vogeli, City Council Rep. Emily Wicks Gracie Geremia Michael Schmieder, Transit Tyler Rourke Kathleen Baxter, Public Works Richard Smith Corey Hert, Public Works Andrea DePaolo Tom Hood, Public Works Michael Thomas Christina Curtis, Public Works Aubrey Meador, Public Works Meeting called to order at 8:00 a.m. by Chair Tyler Rourke. ➢ M/S/P for June 2021 Minutes. Announcements & Requests to Add Agenda Items ➢ Hal requested a copy of the 2021 Traffic Advisory Committee monthly meeting agenda. ➢ The committee discussed climate issues as they pertain to transportation. ➢ Richard requested an agenda item to discuss quality of life with regards to transportation. Public Comments ➢ None Engineering Report ➢ Tom provided updates regarding the following projects: o Annual Pavement Maintenance Overlay Project (Summer Paving) is currently ongoing. Work on several arterial roads will begin the week of July 26th o Reservoir 2 Project issued notice to proceed to the contractor on 6.14.2021. o Water “V” Project – Began on July 11, 2020 and will continue through December 2021. ➢ The committee discussed the asphalt grinding and repaving process for the Summer Paving Project. Traffic Engineering Report ➢ Corey gave updates on the following projects: o Fourth of July was well attended. o Plastic Pavement Marking Project will be awarded to Apply A Line, LLC. This project will replace 1,200 feet of stop line, 6,800 feet of crosswalk, and 15,000 feet of plastic line. o The Guardrail Repair Project is underway to repair 16 locations. o Riverfront Blvd between 41st St and 36th St is open to vehicles, pedestrians, and bicyclist. o National Night Out Against Crime is on August 3rd. Everett Public Works will provide traffic control devices for the block parties ➢ Hal asked if the city works to reduce the amount of time that vehicles are idling at stop lights. o Corey responded that the city balances signal timing for all modes to minimize delays, which in turn reduces emissions from idling vehicles, but also attempts to serve bicyclists and pedestrians in as timely a manner. Police Report ➢ No Report Transit Report ➢ Michael Schmieder provided the following information regarding the following projects: o The Transit Development Report will be presented during the August Traffic Advisory Committee meeting. o Transit shuttles transported 4,470 people to the Fourth of July event and 2,202 people from this event. There were no safety incidences. o Shelter Improvement Project will be replacing 60 glass shelters with black mesh. o The new Proterra electric buses have received positive feedback from drivers as well as passengers. o Route 70 commuter service has been resumed. o Fall service changes will bring an over all 18% increase in service. ➢ There was discussion regarding the status of the bike rack installation at transit stops on North Broadway. ➢ The committee discussed the performance variability with electric buses due to temperature changes. Agenda Items: Item 1: City of Everett Bicycle Friendly Application Informational Briefing/Discussion; Christina Curtis, Everett Public Works ➢ Christina presented the City’s application for Bicycle Friendly status and discussed the standards used by the League of American Bicyclists to evaluate applications. ➢ The committee approved the City’s plan to the League of American Bicyclists for status as a Bicycle Friendly City. ➢ Adjourned at 10:00 am Next Scheduled Meeting: August 19, 2021
