TAC MINUTES August 19, 2021 In attendance: Members Staff Guests Hal Gausman Liz Vogeli, City Council Rep. Emily Wicks Gracie Geremia Michael Schmieder, Transit Tyler Rourke Melinda Adams, Transit Richard Smith Kathleen Baxter, Public Works Andrea DePaolo Corey Hert, Public Works Brett Barrett Christina Curtis, Public Works Aubrey Meador, Public Works Meeting called to order at 8:00 a.m. by Chair Tyler Rourke. ➢ M/S/P for July 2021 Minutes. Announcements & Requests to Add Agenda Items ➢ Hal requested a future agenda item to discuss electric vehicle charging infrastructure. ➢ The committee discussed the Street Trees program. Public Comments ➢ None Engineering Report ➢ Corey provided updates regarding the following projects: o Annual Pavement Maintenance Overlay Project is nearing completion with striping being conducted at night. o Reservoir 2 Project is expected to be completed by 2023. Excavation is ongoing. o Vertical Realignment for transmission lines 2, 3 and 4 in lake Stevens is ongoing with shutdowns scheduled for September 6th and September 28th. o Water “V” Project – Pipe replacement is currently underway on Wetmore. o Water “W” Project – Pipe replacement is currently underway at Wilmington Ave. o California Street Bicycle Corridor – City staff has started the outreach process working with Snohomish PUD to develop alternatives. Transpo Group has initiated preliminary design.  o US-2 Interchange Study – Awarded to Parametrix to evaluate alternatives for regional connections. o Fleming Bicycle Corridor – Will begin design in October or November 2021. o The 100th St project from 4th Ave W to Airport Rd– Currently evaluating right-of-way impacts and pedestrian safety improvements. ➢ Tyler requested that the California Corridor plans be presented to the Traffic Advisory Committee before the public open house. ➢ The committee discussed the various types of roundabouts and traffic circles. Police Report ➢ None Transit Report ➢ None Agenda Items: Item 1: Overview of the 2021 Transit Development Plan Briefing/Discussion/Recommend for Council Approval, Melinda Adams, Everett Transit ➢ Melinda presented the Overview of the 2021 Transit Development Plan and discussed Transit’s activities and accomplishments from the prior year. ➢ M/S/P to recommend approval of the 2021 Transit Development Plan to City Council. Item 2: Colby Bicycle Counts Informational Briefing/Discussion, Corey Hert, Everett Public Works ➢ Corey presented the Colby Bicycle Counts and discussed potential design options. ➢ The committee discussed alternative options for Colby design. ➢ Adjourned at 9:45 am Next Scheduled Meeting: September 16, 2021
