Announcements & Requests to Add Agenda Items  Corey provided an overview of current requested future agenda items.  Hal requested a future agenda item to discuss a strategic planning process for the Bicycle Master Plan.  Tyler requested a future agenda item to review 100 th St improvements.  The committee discussed catch basins and flooding preparedness.  Tyler requested further discussion regarding Colby Ave bicycle improvements Public Comments  None Engineering Report  Tom provided updates regarding the following projects: o Reservoir 2 Project has been delayed due to an underground power line that PUD will move by the end of September. Excavating will resume the first of October. o Water “V” Project – Pipe replacement is currently underway on Ridgemont and Olympic.  o Annual Pavement Maintenance Overlay Project (Summer Paving) is nearing completion. The pavement markings are scheduled the first week of October. o Everett Mall Way Intersection Safety Improvements – Work is planned in 2022 to install flashing yellow arrows and upgrades to Everett’s signal systems. o West Marine View Drive and Alverson Blvd Pedestrian Improvements – Will provide a pedestrian link from 2nd St on Alverson Blvd to West Marine View Drive in conjunction with the Rapid Rectangular Flashing Beacon crosswalk that was recently installed o Signal Projects – Next year Everett will be installing several more flashing yellow arrows at signaled intersections to improve safety. o Edgewater bridge – Construction will begin early 2022 and will include a full closure of Mukilteo Blvd for a year. o US-2 Interchange Study – Currently in the scoping process with the consultant. o The 100th St project from 4th Ave West to Airport – Currently evaluating right-of-way impacts and pedestrian safety improvements. o Bicycle Friendly Community Application – A survey will be sent to the public as well as several targeted interest groups this week.  The committee discussed the various upgrades planned for the Edgewater Bridge project. Traffic Engineering Report  Corey provided updates regarding the following projects: o Plastic Pavement Markings Project – Work is substantially complete. o The Guardrail Repair Project – This work is complete. There have been two additional collisions that the city is currently working to repaired. o Pecks Drive Pedestrian Improvement Project – In order to avoid impacts of curb ramp replacement on Madison Elementary, the school requested a delay to June 2022. o Tsunami warning signs and evacuation route will be installed near the waterfront on West Marine View Drive. The Port of Everett has installed tsunami signs on Port property at the waterfront. o Upcoming event permits:  The Farmers Market – Currently ongoing on Sundays through the first week of October.  The Sausage Fest which was scheduled for October has been cancelled.  Halloween Festivities – Currently in the planning stages for an event that will close Colby Ave.  o 2022 Boards and commissions – The Transportation Advisory Committee will have several open positions available, members encouraged to recruit community minded candidates. Police Report  Sergeant Morgan provided the following update: o City of Everett Police Department will have several officers participating in Target Zero DUI patrols on Friday and Saturday nights for six to seven hours.  The committee discussed recent traffic related incidents as they pertain to local traffic and pedestrian laws. Transit Report  Michael provided the following updates: o Transit will be expanding and realigning service on October 24 th. o Planned artistic elements will be added to the curb extensions on Broadway. o In the fall there will be several shelter glass replacements, as well as black mesh screen installations to replace damaged glass. Mesh screen help reduce vandalism. o Everett Traffic Engineering will be assisting with a project to paint several bus stop curbs. o The Edgewater Bridge Replacement project will have impacts to Route 18. Route 18 will be rerouted, and several other routes will be modified to assist this reroute.  The committee discussed the Orca card system.  There was discussion regarding ensuring TAC includes Everett Transit riders. Agenda Items: Item 1: Enhanced Pedestrian Crossing Priority Informational Briefing, Corey Hert, Everett Public Works  Corey presented the Enhanced Pedestrian Crossing Priority and discussed.   The committee discussed the time frame for installation of enhanced pedestrian crossings. Item 2: Pedestrian Safety Roundtable Discussion, Transportation Advisory Committee  There was discussion regarding bringing more public attention to pedestrians to ensure that Everett is a pedestrian friendly city.  Tyler requested a motion to recommend to Council that the budget for enhanced crosswalk installation be increased.
