TRANSPORTATION ADVISORY COMMITTEE MEETING MINUTES Thursday, July 21, 2022 8:00 a.m. – 9:45 a.m. Spada Conference Room and Microsoft Teams Virtual Meeting In attendance: Members Staff Guests Hal Gausman Michael Schmieder, Transit Bob Creamer Richard Smith Tim Morgan, Police Kern McGee Stephen Fickenscher Tom Hood, Public Works Ben Watanabe Tyler Rourke Corey Hert, Public Works Carl Leighty Daniel Evans Kate Low, Public Works Brock Howell Andrea DePaulo Christina Curtis, Public Works Colton Davis Kathleen Baxter, Public Works Christina Strand Robert Edmonds, Police Meeting called to order at 8:04 a.m. by Chair Tyler Rourke ➢ M/S/P for June 2022 Minutes ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Hal asked if there is a City Coordinator for the electrical charging stations to make suggestions/suggest locations. Corey advised the stations are being reviewed through the normal Public Works process, but Snohomish PUD has been the lead for charging stations for public access in City right of way. ➢ Hal asked if there have been requests to the charging stations in City parking garages or train stations. Michael advised there is a plan, but exact timeline is not yet known. PUBLIC COMMENTS ➢ Christina Strand thanked the City for the signs put up at Alta Road. ENGINEERING REPORT ➢ Pavement Maintenance Overlay night work has begun at Seaway Blvd in the SW Everett Industrial Area. ➢ Fleming Bicycle Corridor recently obligated construction funding. ➢ US 2/I-5 Interchange Study first support team meeting was held. ➢ Move Ahead Washington has awarded funds for 100th St Corridor between Evergreen Way and Airport Rd, as well as the N Broadway Pedestrian Bridge to connect Everett Community College and WSU Everett on the east and west side of Broadway. ➢ Bridge preservation and replacement– currently strategizing the best ways to obtain funding to replace the Marshland bridge and others. TRAFFIC ENGINEERING REPORT ➢ Speed limit reduction signs will be put up within the next 2 weeks on Evergreen Way between Airport Rd and Everett Mall Way to 40 mph and the length of Everett Mall 1 |Page  Way to 35 mph. ➢ Photo Enforcement vendor interviews were held. Contract negotiations underway and will be brought before Council for authorization for the Mayor to sign. ➢ Corey advised in last 10 days, 4 light poles have been hit. Cabinet replacement for 112th and 3rd is scheduled. Will have a temporary flasher until cabinet is re-installed, intersection will be an all way stop. ➢ 3 on 3 Basketball Tournament was successful with 200 teams. Coordinator indicated they would like to return to Everett. ➢ Upcoming special events with street closures: o Salty Sea Days July 22 o Upper Left Beer Fest and Food Truck Festival on August 13 o Farmers Market on Sundays through October o Fresh Paint on August 20 ➢ Richard requested data on collisions with fixed objects. Also request for data on incidents that don’t lead to collisions, and metrics around police incidents for collisions and speeding. ➢ Discussion on public outreach and if the City provides impacts and changes regarding traffic lights. POLICE REPORT ➢ Sergeant Morgan advised EPD will be participating in Snohomish County Target Zero. ➢ Last Sunday, one officer made 28 traffic stops. ➢ More enforcement will be occurring on 43rd St and Colby. ➢ Discussion of progress in hiring/training process for traffic officers. TRANSIT REPORT ➢ Michael Schmieder went over the Annual Ridership Report for fixed-route service in June. ➢ Everett Transit and Paratransit are still hiring. ➢ Fare Free for 18 and under was implemented July 1st. ➢ Discussion of media coverage on the dramatic rise of Fentanyl use on buses. ➢ Discussion of successful shuttle service for July 4th Celebration ➢ Request for camera monitoring to be increased to monitor passenger behavior. ➢ Discussion on reimbursement for Move Ahead Washington. AGENDA ITEMS ➢ Christina presented Agenda Item 1: Active Connections Madison St. Survey Results. ➢ Corey presented Agenda Item 2: Neighborhood Traffic Calming: Part 2. ➢ Request for metrics to show a impact of City’s policies, and connection between how the police department is responding to issues and the information the City is putting out to the public. ➢ Request to have a future discussion on tactical urbanism. ➢ Corey will send out Transit Development Plan to TAC members in preparation for next month’s meeting.
