TRANSPORTATION ADVISORY COMMITTEE MEETING NOTICE Thursday, August 18, 2022 8:00 a.m. – 9:45 a.m. Microsoft Teams Virtual Meeting In attendance: Members Staff Guests Andrea DePaulo Corey Hert, Public Works Bob Creamer Daniel Evans Liz Vogeli, City Council Christina Strand Danielle Wilkins Melinda Adams, Transit Hal Gausman Michael Schmieder, Transit Tyler Rourke Kate Low, Public Works Kathleen Baxter, Public Works Tim Morgan, Police Meeting called to order at 8:04 a.m. by Chair Tyler Rourke ➢ M/S/P for July 2022 Minutes ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Wheels to the Waterfront: request for expansion to the Delta neighborhood. ➢ Question regarding the hours that Everett Transit #3 bus runs and if there is any discussion about extending the hours for later shifts. ➢ Question about alleviating congestion from rush hour traffic along Marine View Drive at SR 529. Corey added there is a plan in studying the interchange and prospective impro. WSDOT has been asked about limiting the opening of the bridge during congested periods, authority is under the Coast Guard’s jurisdiction and existing laws make it difficult to allow requests to restrict the opening of the bridge. WSDOT is planning a mechanical rehabilitation and painting project in 2023 for the northbound Snohomish River Bridge which will be high impact. ➢ Request for improvement for bike trails and how they are marked and increased awareness/signage for citizens to be aware of bikes. ➢ Discussion about the purpose of in line bus stops on Broadway. ➢ Request for help from state level to initiate driving re-training and recommendation for state level leadership to attend TAC meetings. Corey advised he would put together a short presentation on automated enforcement laws and Everett codes. PUBLIC COMMENTS ➢ No public comments. ENGINEERING REPORT ➢ 2022 Pavement Maintenance Overlay paving is underway. ➢ Pavement grinding on Silver Lake Drive to begin next week. Pavement markings for Silver Lake Loop will be done in Spring 2023. ➢ Interurban Trail to YMCA – construction of pedestrian improvements are underway. 1 |Page ➢ Active Connections - Fleming Bicycle Corridor – WSDOT has plan specs and estimates for review, WSDOT approval is required for obligation of construction grant funding. TRAFFIC ENGINEERING REPORT ➢ Speed limit reduction sign installation on Hwy 99 is complete. ➢ Photo Enforcement – Purchasing/Procurement Division is negotiating contracts to bring before Council to authorize the Mayor to sign. Expected in early October. ➢ Public Works striping crew is finishing up downtown pavement markings, including parking lines and painted curbs. ➢ Work on overhead street name signs that are faded will begin this Fall when striping season concludes ➢ Preconstruction conference for Revive I-5 was held, contractor has been selected and overnight and weekend closures will begin in early October. ➢ Short presentation on crash data. POLICE REPORT ➢ Enforcement activities by Airport Road have significantly decreased pedestrian fatalities since the beginning of the year. TRANSIT REPORT ➢ Transit is in process of planning stage for March 2023 service changes. AGENDA ITEMS ➢ Melinda Adams presented 2022 Transit Development Plan. o Discussion on Everett Link Extension light rail and who is involved throughout the City. o Discussion on planned increase in meeting room use and recoupment of the investment in Transit Station. o Question about school bus driver shortage and whether transit agencies are participating and partnerships with the City. o Discussion of electrical bus charging infrastructure costs. o Discussion of funding and integration of Everett Transit bus routes to serve public schools. o Discussion of proposed merger with Community Transit. ➢ M/S/P Recommend forwarding the Transit Development Plan to City Council for adoption Adjournment: 9:43 a.m. Next Scheduled Meeting: September 15, 2022 2 |Page
