Approval of motion to pass recommendation of the Transit development Plan (TDP) to Council no be added to August meeting notes. ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Week Without Driving next week. ➢ Article about Washington State’s surge and traffic related deaths. ➢ Concern over East Marine View Drive street racing ➢ Verifying disconnects between community and City information on traffic management. PUBLIC COMMENTS ➢ Concerns for bicycle safety with bicycle boulevard and sharrow concept. ➢ 5th and Casino Rd. intersection is not clearly marked that there’s bike lanes and cars cannot see bike lanes. o Project funded for the intersection at the start of next year with the focus on bicycle mobility and safety. o Should Council choose to move forward, school zone speed automated enforcement camera system would be installed on Casino Rd. o Overhead beacons were added in 2014 to alert drivers of pedestrians/school children. o No roadway width for buffered bike lanes on Casino Rd., but bike lanes were widened to the maximum extent while still maintaining 10.5 ft lanes. ➢ Discussion of involving school children in traffic safety programs in other countries. ENGINEERING REPORT ➢ 2022 Pavement Maintenance Overlay project – paving is complete, and striping will be done end of September. ➢ Fully functional RRFB crosswalk installed at Cady Rd on Pecks Dr by the first day of 1 |Page  school at Madison Elementary ➢ Interurban Trail to YMCA Project on Colby, the RRFB is not yet functional, but the installation is almost complete and should be operational within the next month. o Refuge island to be installed at Colby ➢ US 2 I-5 Interchange Study continues with meetings with the Support Team. The Executive Team will be briefed at the end of next month. Once briefed, Public Outreach will launch its Public Campaign 1st Outreach Survey. Study Scheduled to be finished in early 2024 to present to Legislature for potential funding opportunities. ➢ Four more RRFB pedestrian flashing crosswalk projects in design, funded for construction from the right of way vacation funded project list. A new project management engineer in the transportation group will be starting design work within the next month. The four locations are: o East Marine View Dr at 10th St. o East Marine View Dr at Summit Ave. o Sievers Duecy Blvd at Phil Johnson Ballfields. o 79th Pl at Evergreen Middle School. ➢ Reservoir 2 Project – 2 fully constructed 10-million-gallon tanks with roof. ➢ Reservoir 3 - RFQ process has started. Projected to have the reservoir construction started in 2024. o Discussion of open reservoir footprint once it is replaced. TRAFFIC ENGINEERING REPORT ➢ Photo Enforcement –Purchasing Department is negotiating the contract with the highest scoring prospective vendor and hope to bring forward to Council for authorization for mayor to sign in late October or November. ➢ Third enhanced crosswalk of 2022 installed on 13th at Providence Medical Center, the hospital purchased the equipment and city forces installed. Providence intends to help fund another RRFB at 13th & Colby. Two RRFB’s were installed by City forces in 2022. ➢ City of Everett was awarded Pedestrian Bicycle Counting Grant of $140,000 as part of the City Safety Program to count the highest crash corridors. Projected to begin next year. POLICE REPORT ➢ No Police report TRANSIT REPORT ➢ Informational briefing to City Council was provided on Transit’s pandemic recovery. ➢ October 2021 service change had an 18% increase in service. 93% of pre-pandemic service has been restored. ➢ Service Change that was implemented in October 2021 increased system ridership by 25%. ➢ 75% of pre-pandemic ridership has returned which is the highest restoration of ridership by any major city in our region. ➢ Outlined next steps for Transit: o Legislation in support of Transit, including Bipartisan Infrastructure Law – 90 billion dollars guaranteed funding for transit. o Last Friday, the first of ten 100% zero emission battery electric buses went on the production line. Will be looking to have those in the department by the end of the year and early next year. 2 |Page  o Move Ahead Washington – will annually provide about 2 million in unrestrictive funding to improve transit service and to reimburse for the fares not being collected from youth. ➢ Implementing Route 18 from Mukilteo Ferry to Everett Station as Edgewater Bridge will be closed for a year for replacement. Route 7 was suspended during the pandemic but will now be restored and combined with Route 18. ➢ Route 19 – new proposed route that will connect Everett Station to Everett Community College and WSU via North Colby and restores direct service to Everett High School, Providence Medical Center, Seattle Children’s Clinic and Cancer Partnership. ➢ Route 3 – looking to restore direct service to Evergreen Middle School. ➢ Will be researching additional frequencies on route 12 and modifications that extend the reach of the route. AGENDA ITEMS ➢ Presentation of Agenda Item 1: Safe Streets and Roads for All (SS4A) Grant Program: A Comprehensive Safety Action Plan (Vision Zero). ➢ Presentation of Agenda Item 2: Upcoming WSDOT Revive I-5 Project: Timeline and Public Works Response Plan.
