TRANSPORTATION ADVISORY COMMITTEE MEETING NOTICE Thursday, November 17, 2022 8:00 a.m. – 9:45 a.m. Microsoft Teams Virtual Meeting In attendance: Members Staff Guests Andrea DePaolo Corey Hert, Public Works Aaron Taht Daniel Evans Kate Low, Public Works Ben Watanabe Danielle Wilkins Kathleen Baxter, Public Works Bob Creamer Hal Gausman Liz Vogeli, City Council Carl Leighty Richard Smith Robert Edmonds, Police Christina Strand Steven Fickenscher Timothy Morgan, Police Colton Davis Tyler Rourke Tom Hingson, Transit Mona Steele Tom Hood, Public Works Meeting called to order at 8:02 a.m. by Chair Tyler Rourke.  M/S/P for October 2022 Minutes. ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS  Discussion of ADA news story regarding Lake Stevens.  Discussion of windstorm impact and the damaged street trees. PUBLIC COMMENTS  Discussion of retraining and State level changes for driving requirements to improve safety.  Request for change on roadways/strategic improvements to improve safety.  Discussion of pedestrian signal timing across Broadway and request for more responsive service.   Discussion of infrastructure and the way streets are designed.   Request for more temporary channelization and signing changes for neighborhood streets.   Discussion of citizen requests in relation to Comprehensive Plan and Transportation Improvement Plan.   Discussion on feasibility of private funding for City capital projects.  ENGINEERING REPORT  Fleming Bicycle Corridor – opened bids November 15th.  Interurban Trail to YMCA Project – still waiting for RRFB poles that are expected this month. Crosswalk expected to be operational soon.   100th Street – Improvements between Evergreen Way and Airport Rd – moving along on the design. Funding will be available from Move Ahead Washington 25-27 biennium. Construction planned for 2025-2029. Project will include 2-way left turn lane, bike lanes and sidewalks on both sides of the corridor.  US 2/I-5 Interchange Study – first Executive Team Meeting was held and will open public engagement process late this month or early December.   2022 Overlay Complete. 1 |Page  2023 Federal overlay - Broadway between 41st and Hewitt Ave.  2023 locally funded overlay project – Includes Madison St. Corridor (Active Connections: Madison St.). TRAFFIC ENGINEERING REPORT  Photo Enforcement scheduled to go before Council December 7th.  Wintertide holiday celebration begins November 25th.  Discussion of power outage on November 4th due to windstorm.  Safe Streets for All – working to get $700,000 in funding for an Vision Zero safety action plan. POLICE REPORT  Still hiring and vacancies are being filled.  Two Motor Officers are staffed.  Sergeant Morgan is now a Lieutenant and will introduce his replacement in the January 2023 TAC meeting. TRANSIT REPORT  Markers project complete – flowers/big green plant sculptures on North Broadway.  Beginning stages of outreach - still waiting for paper materials to hand out that have not yet been delivered.  Preliminary design just completed on Inductive Charging Stations.  Took in delivery of first electric car for transit use.  February/March 2023 will be a vision of what a combined system could look like. AGENDA ITEMS  Presentation of Agenda Item 1: Recognition of Outgoing Member Richard Smith– Appreciation for Service, Tyler Rourke, TAC Chair and Corey Hert, Public Works Liaison to TAC.  Agenda Item 2: Photo Enforcement: Current State Laws and City Code will be presented next meeting due to lack of time.  Agenda Item 3: Neighborhood Traffic Calming (Part 3 of 3 for 2023) – Informational Briefing, Corey Hert, Public Works will be presented at a future meeting due to lack of time.
