ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Discussion about pedestrian street crossing and modifying the RCW regarding jaywalking. ➢ Request for discussion on interest of electrical vehicle chargers in the right of way and what issues there are moving forward. ➢ Request for discussion of the City’s complete street ordinances, specifically how it ties in with the various plans. ➢ Request for more paved alleys as bike paths and the rules and laws associated with alleys compared with City streets. ➢ Welcome to new TAC Members - Christina Stand and Thomas McCleave. PUBLIC COMMENTS ➢ No Public Comments. ENGINEERING REPORT ➢ Projects pending construction to start this year: o Fleming Bicycle Corridor – notice to proceed in early Spring 2023. o West Marine View Drive/Alverson Pedestrian Improvements. o Wall Street Connector – to begin Spring or Summer 2023 o Edgewater Bridge Replacement – currently in ROW acquisition phase. o New crosswalks funded by ROW vacation funds on E Marine View Dr (10th and Summit), Sievers Duecy (Phil Johnson Ballfields), and 79th Pl (Eisenhower Middle School) ➢ Projects currently in design: o 100th St SW Corridor. 1 |Page  o Roundabout at Holly and 100th St SW. o California St. Bicycle Corridor. o Fulton St. Bicycle Corridor. ➢ Projects in planning phase: o I-5/US2 Interchange Planning Study – The City is the lead agency. o Freight Mobility Study to best scope a Freight Mobility project. ➢ Discussion of street sweepers schedule. ➢ Discussion of street signs being changed out on Evergreen, 4th and Everett Mall Way, Corey indicated these signs lack reflectivity and replacement scheduled in the Spring. ➢ Discussion of supply chain issues for the RRFB hardware at the YMCA on Colby delaying turn-on for several months. TRAFFIC ENGINEERING REPORT ➢ Repair of concrete panel on I-5 on January 12th created dramatic traffic congestion, one lane open during the evening peak. Coordination plans in place to close I-5 to one lane over the weekend, expect congestion but not as extensive as January 12th. ➢ Photo Enforcement – Council approved the authorization for the Mayor to sign the contract. ➢ Discussion of Safe Streets for All Action Plan proposal and Complete Streets. ➢ Request for updates on the bike education program the City is working on. ➢ Discussion on pedestrian crosswalk timing, and improving pedestrian actuation and wait times POLICE REPORT ➢ Introduction of Craig Davis, new Police Sergeant for Traffic Safety Unit. ➢ Concerns about pedestrian collisions and staffing challenges ➢ Discussion of impacts of reduced speed limits on Evergreen Way and targeted enforcement for pedestrian safety ➢ Discussion of traffic safety cameras and new methods of enforcement TRANSIT REPORT ➢ March service change proposal. Several route adjustments were proposed: o Modification to Route 18. o Move forward with new Route 19 to provide service back to high school. o Realign Route 3 to better serve community. o Modifications to Route 2 and Route 8. o Increase service frequency on Route 12. ➢ 513 additional transit trips per week – 11.4% increase in service.
