ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Discussion about International Conference in Washington D.C. March 14th & 15th “Transforming Transportation” about accelerating green mobility. ➢ Request for platooning of vehicles to provide pedestrians more priority. ➢ Discussion about jaywalking laws and changes to provide safer streets. ➢ Request for discussion on no turn on red. ➢ Request for information on State Bill 5502 – access to substance use disorder treatment. ➢ Request for information on State Bill 5452 for future bicycle and pedestrian funding. ➢ Discussion on new Riverfront development and future of section with sharrows. ➢ Comments about political support for safer street designs. PUBLIC COMMENTS ➢ No public comment. ENGINEERING REPORT ➢ Projects advertising for construction bids: ➢ Two Pavement Maintenance Overlays in 2023: o Federally funded – Broadway between 41st St and Hewitt Ave. o Locally funded – Madison between Sievers Deucy and Commercial Ave that will include addition of buffered bike lanes. ➢ Wall Street Connector – non-motorized project between Everett Station and Angel of the Winds Arena. ➢ Everett Point Industrial Center (EPIC) site – type, size and location study for a proposed bridge. ➢ I-5 US 2 Interchange Study – closing of online open house and survey. ➢ Everett Comprehensive Plan – second open house complete February 9th. 1 |Page TRAFFIC ENGINEERING REPORT ➢ Revive I-5 nighttime closures ongoing, no significant impact expected to Everett traffic ➢ SR 526 WSDOT seismic retrofit is underway installing steel jackets around columns under SR 526 and buttress pier caps at 4 bridges. ➢ Photo Enforcement kickoff meeting complete, breakout sessions underway. Would like to have school zone camera up and running before school restarts in September. ➢ Safe Streets for All – PSRC received grant, of which $750,000 is for safety action plan for the City of Everett. This is a move towards a Vision Zero style document. ➢ Discussion of proposed state legislation regarding right turn on red, jaywalking, DUI 0.05 limit. ➢ Discussion of walking and bicycling in alleys, legal behavior, though alleys ➢ Discussion of electric vehicle chargers in right of way, unintentionally reserves parking for specific residents, on street parking has always been prioritized as a public resource. Parking lots and commercial areas are more appropriate. ➢ Discussion of lighting in alleys and PUD’s area light program. POLICE REPORT ➢ Police department now has two motor officers. ➢ Working with Target Zero team, funding provided at the state level for targeted enforcement TRANSIT REPORT ➢ Transit stops at Riverside Development. ➢ Discussion of inductive charging project and benefits to Everett Transit operation ➢ Received delivery of 10th and final battery electric bus. ➢ Discussion on times of buses. AGENDA ITEMS ➢ Presentation of Agenda Item 1: 2022 Traffic Safety Review and 2023 Priorities and Goals.
