ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Discussion on design and construction standards and specifications. AGENDA ITEMS ➢ Presentation of Agenda Item 1: Everett 2044: Comprehensive Plan Update. PUBLIC COMMENTS ➢ Appreciation for street sweeping. ENGINEERING REPORT ➢ Pavement Maintenance Overlay opening bids: o Locally funded overlay - March 21st o Federally funded overlay – April 4th ➢ Edgewater Bridge – awaiting authorization from WSDOT for approval to advertise for construction. o Received additional 3 million in federal funds for this project. ➢ Safe Streets For All (SS4A) Grant – received Federal grant to develop a safety action plan. ➢ EPIC Bridge – consultant has been selected to start the Type, Size and Location Study. ➢ Submitted raise grant application – results of application will be in the summer. ➢ California Street Bicycle Corridor – passed 60% design milestone, moving toward 90% design. ➢ Comprehensive Plan Update – transportation element is Professional Services Agreement is under development. ➢ Discussion of bike lanes and trails on EPIC Bridge and EPIC Site. 1 |Page TRAFFIC ENGINEERING REPORT ➢ Seismic retrofit work continues for Highway 526 with occasional lane closures but little traffic impact with work mostly behind traffic barrier ➢ Revive I-5 nighttime lane closures are starting mid-week for grinding of concrete panels. ➢ Photo Enforcement – breakout meetings with IT and the Municipal Court. Meeting next week to discuss court related software packages to automate scheduling and payment. ➢ Senate Bills: o SB 5383 - Concerning pedestrians crossing and moving along roadways. Out of transportation committee and rules placed in Rules X file. Means they missed a certain cut-off date are no longer eligible for consideration. o SB 5514: Ban right turns on red lights near elementary schools, child care centers, parks, libraries and other places that might attract a lot of walkers. Did not pass out of committee. o SB 5002: Lower threshold for DUIs in Washington from .08 to .05. Passed out of rules and in Rules X file, no longer eligible for consideration o SB 5452: Authorizing impact fee revenue to fund improvements to bicycle and pedestrian facilities. Out of Rules and moving through the house. ➢ Discussion of photo enforcement regarding City/Police vehicles, in most cities citations will be issued to a City vehicle and supervisors review. Employees get to pay the citation if they are in violation. POLICE REPORT ➢ Photo Enforcement: discussion of Tukwila school zone camera program – portion of what is being looked at for City of Everett. Communication and recommendations were given from Tukwila. TRANSIT REPORT ➢ More information provided on ridership, so the public has more visibility on statistics. o Digital displays at Everett Station currently in RFP process. Proposals expected on April 4th deadline. Hanging signage that provides real time information. ➢ Camera safety system project – cameras that overlook bus bay area at Everett Station. ➢ Working to replace about half the fleet’s technology on the buses. ➢ Electric fleet – looking to see what platforms can be utilized to monitor usage. ➢ Expect the GILLIG buses to be in service mid-April.
