ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ May is Bike Month. ➢ Bike Everywhere Day is May 19th. PUBLIC COMMENTS ➢ Comment on Active Connections: California Street - request in the design plan for a continuous level sidewalk. ➢ Discussion on Vision Zero and Everett being an innovator on new tools. ➢ Comment on SnoTrac’s Universal Design Program Event. ENGINEERING REPORT ➢ Pavement Maintenance Overlay Projects: o Locally funded overlay –Puget Sound Energy’s contractor is finishing up gas main work. Expect to begin project in the next month. o Federally funded overlay – bids have been opened and Council award will be requested next Wednesday. ➢ Reservoir 2 is fully operational. Contract is still open and work is continuing to be done. ➢ Reservoir 3 is in design – existing structural issue with the roof of the current reservoir. Will be building 3 reservoirs to replace the one and construction will begin early 2024. ➢ Signal Projects have been bundled together and put out for consultant selection so design can begin. ➢ Transportation Improvement Plan – will send out to TAC members electronically by next week. No proposed updates from last year. ➢ Capital Program Funding Manager – position has been hired, new title replacing Engineering Services Manager. 1 |Page TRAFFIC ENGINEERING REPORT ➢ Revive I-5 by WSDOT continues with nighttime lane closures. High impact work will begin this summer on expansion joints. ➢ Seismic retrofit for SR 526 bridges work continues by WSDOT. ➢ Photo Enforcement work continues, IT and Municipal Court are working with series of vendors to automate court processes for scheduling and payment. Three software packages will need to be added to Municipal Court system and take 6 months to integrate. Will be adding a Municipal Court Clerk as part of the project to help process the citations. ➢ Corey will attend the Council Safe Committee Meeting next week to discuss neighborhood traffic calming. ➢ Ongoing Senate Bills: o 5452 – authorizing impact fee revenue to fund improvements for bicycle and pedestrian facilities – delivered to Governor’s desk for signature. ➢ Discussion of sign at Casino Road. ➢ Discussion of street illumination issues along Evergreen Way, lighting is limited to PUD owned poles and many have been upgraded to higher lumen fixtures. Many intersections have also had lighting improvements at traffic signals. ➢ Discussion of seismic retrofit and how construction has been worse when bus traffic peaks near Kasch Park. POLICE REPORT ➢ Working with City for plans for upcoming festivals and closure of 529. ➢ Received delivery of Archer 1200 steel barriers for events and road closures ➢ 5 motorcycles in the department - 2 are in use currently ➢ Discussion of noise traffic noise and how it is a quality of life issue. TRANSIT REPORT ➢ Received possession of 10 GILLIG electric buses. On target to getting them all in service by June. ➢ Honored by Federal Transit Administration - Earth Day celebration – celebrating 19 out of 41 buses are electric. Will be retiring old diesel buses.
