ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ June is Ride Transit Month. ➢ Request to address what the City’s standards are for Green Streets and managing people’s stormwater run-off. The City has adopted the WDOE manual. ➢ Request to address curb design, bulb-out options for both traffic flow and stormwater diversion. ➢ Address parking development and codes for new developers. ➢ Adding transit and biking facilities to the Delta neighborhood. ➢ Climbing Bike Lane on Fleming – Corey to touch base with Christina Curtis and report back at June meeting. PUBLIC COMMENTS ➢ Art Webber asked about getting a leading pedestrian treatment at 75th & Seaway ➢ Carl Leighty asked about using repaving opportunities to institute new bike corridors. ENGINEERING REPORT ➢ Pavement Maintenance Overlay Project: o Repaving Madison from Sievers-Duecy Boulevard over to Commercial Avenue. o Beverly Lane closure will affect three school and their bus routes. ➢ Fleming bicycle corridor – East/west route and north/south route will connect at Fleming and Madison. ➢ Silver Lake Loop Trail – PW is creating pavement markings and signage utilizing Silver Lake Road, Silver Lake Drive, SR-527, and 121st Street, work to be summer 2023. ➢ Edgewater Bridge Project – WSDOT authorized advertising for construction. Bridge replacement will require a 9-12 month closure and detour. Notified transit agencies, public, and Mukilteo School District. Bid opening to begin late June. 1 |Page ➢ Marshland Bridge on Snohomish River Road is structurally deficient and the City applied for a local bridge program fund in May. It is a Federal program, expected to hear by September if funded. Goal is to replace Marshland Bridge, leaving just one remaining for replacement, Merrill & Ring Creek Bridge. ➢ Safe Streets for All Program – Using comments from April TAC brainstorming session to prepare and finalize agreement with PSRC. TRAFFIC ENGINEERING REPORT ➢ Revive I-5 by WSDOT continues with nighttime lane closures. High impact work will begin this summer on expansion joints. ➢ Seismic retrofit for SR 526 bridges work continues by WSDOT. ➢ Langus Riverfront trail closed for a couple weeks. WSDOT did inspection due to falling concrete from a bridge corbel but determined the roadway and trail can remain open. ➢ Photo Enforcement work continues – Corey walked the sites with contractor TSI to make sure photo enforcing equipment would not unnecessarily impact businesses or pedestrian routes and to determine best source of power. ➢ Discussion on citywide bicycle wayfinding signs. Tom Hood stated it is scheduled for construction later this year. ➢ Discussion of new signs at Everett Mall and Evergreen Way. Getting as many signs replaced this year as possible. ➢ Discussion of polycarbonate back plates on traffic lights missing due to wind damage. ➢ Discussion on making sure we meet our standard for placing speed limit signage, which the City’s policy is after every major signalized intersection. POLICE REPORT ➢ No Police Report TRANSIT REPORT ➢ June 18th will mark the new service rollout. It is an 11% increase in service. ➢ More service on Route 12 and implementation of Route 19 on North Colby. ➢ Some plans to reinstall shelters on Colby, but not in front of the high school. ➢ In final stages of driver training for the necessary folks behind the wheel. ➢ With Edgewater Bridge Replacement, Transit will reroute Route 18 up through Seaway Transit Center. ➢ Route 70 from Mukilteo Ferry to Seaway Transit Center/Boeing being restored. ➢ In the preliminary stages of a 13 electric bus order – should appear early 2025. ➢ New battery electric buses doing great. One came back after 12 hours on the road with a single charge and still had 18% battery left. ➢ Transit is planning on running the wheels to the waterfront again, which ties into the events in the area. AGENDA ITEMS ➢ There were two changes in the proposed TIP, both transit projects. One HVAC upgrade at Everett Station, the other a transit energy storage project. ➢ Hal motioned to recommend to Council for adoption of the 2024 to 2029 TIP. M/S/P.
