ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Request to address limited street parking, learn the background of parking codes, suggestion was to address this on the August agenda. ➢ Follow up on adding additional buttons on dotted extensions and adding reflective markings at the 41st street interchange, in response to a resident request and Street Smarts. Confirmed that all service requests are assigned. ➢ Request to address noise enforcement on modified vehicles. ➢ Inquiry regarding future athletic complex – not ready for public discussion, only a concept at this point. PUBLIC COMMENTS ➢ Suggestion to consider noise activated camera demonstration project like New York City and Knoxville; Kirkland has a similar project they’re demonstrating regarding noise. ENGINEERING REPORT ➢ Pavement Maintenance Overlay Projects: o Repaving Broadway from 41st to Hewitt beginning July 6. ➢ Fleming bicycle corridor – East/west route and north/south route will connect at Fleming and Madison – currently suspended, waiting on the Endurablend contractor. Estimated two-week suspension. ➢ Bike lane on Madison into pavement markings installation. ➢ 36th St. Combined Sewer Overflow project – 30% design completed. ➢ Reservoir 3 replacement – public outreach has begun, and design is being fast tracked. Goal is to begin right after the first of the year. ➢ Citywide Wayfinding Project – nearing the end of design with hopes to advertise later this year. 1 |Page TRAFFIC ENGINEERING REPORT ➢ A new signal design engineer will be beginning later this summer, so signal design staff will be available after a long delay. ➢ I5 NB HOV continues to close nightly – narrow lanes and resulting in some collisions. ➢ Seismic retrofit for SR 526 bridge work continues by WSDOT – expected to finish by end of summer. ➢ Photo Enforcement study is complete, results making a good case of photo enforced school zones. Red light violation study was in line with expectations – Project and funding should be self-sustaining; revenue may be more than originally anticipated. ➢ Discussion on upcoming summer activities in Everett. POLICE REPORT ➢ Discussion of traffic cameras and what the law allows us to enforce from them – discussed no plates, or fraudulent temporary tags. ➢ Discussed new traffic barriers that are being used for events – great success – used to thwart an attempted “street takeover”. Exploring options of getting more. ➢ Further discussion of upcoming city events, including 2nd of July bicycle races, 3 on 3 basketball tournament and Salty Sea Days traffic plans. ➢ Discussed service change kicking off, bringing an 11% increase fully restoring pre- pandemic levels of service availability throughout the system. TRANSIT REPORT ➢ Suggestion to make data on safety made public, direct links to all transit teams to find information on ridership, safety, security and other performance indicators. ➢ Request for TAC group demographics for Title VI reporting. ➢ Discussed upgrading of surveillance capabilities – huge upgrade for Mall Station (9 cameras), College Station (9 cameras) and Everett Station (48 cameras), 18 months ahead of schedule. AGENDA ITEMS ➢ Silver Lake Loop project – recreation loop meant to increase interest in different modes of transportation and will include interpretive kiosks and upgraded playground equipment. ➢ Vision Zero scoping – Covered sub agreement with PSRC. Expressed importance of outreach. A suggested one-year timeline for project from signed agreement with PSRC, ambitious but achievable.
