ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Request for update on the hiring of a new traffic signal engineer – priority work is backlogged for small traffic-oriented projects that require signal design. Production of plans and specifications for upcoming signal projects is delayed. ➢ Inquiry about Everett Avenue being removed from one of the main freight routes, providing opportunity to make the street more pedestrian friendly. Everett Ave is SR 529, a principal arterial route, reconstruction a long-term goal but not likely to happen soon. ➢ Madison bike lane – curbs are helpful, but some storm grates are facing the same direction as the road, can be a hazard for bicyclists with narrower tires. Noted, these can be swapped out. ➢ Request to follow peer cities in painting intersections, crosswalks and modifying curb radii – painting of entire intersections is quite a process to get approval and can be difficult to maintain. PUBLIC COMMENTS ➢ Recognized police enforcement at the no turn sign at Federal (42nd St) and Mukilteo Blvd., much appreciated. ENGINEERING/TRAFFIC ENGINEERING REPORT ➢ I-5 and US2 planning study is in second level screening – goal is to get US2 traffic into the city more seamlessly in the future, long term improvement project. ➢ California Street bicycle improvements – 90% design, will be seeking construction funding. ➢ Silver Lake Loop Trail – pavement logo work in process, mile marker system completed, signs coming up next, should be open to the public sometime in October. ➢ Madison striping is complete. ➢ Reservoir 2 – replacement of one of the main water reservoirs on Rucker Hill, project still ongoing but fully operational. 1 |Page  ➢ 2023 Federal Overlay – has begun primarily between 35th and Hewitt on Broadway. ➢ Upcoming projects – Reservoir 3 replacement and Wall Street Connector. POLICE REPORT ➢ A couple fatal accidents in the last month – multiple cars vs pedestrian hit and run, investigation ongoing. Car vs light standard, ongoing investigation, appears that illicit substances were involved, driver is booked. ➢ Provided example of updated temporary plates that Department of Licensing will now be using, beginning September 1. ➢ Inquiry about two additional collisions – one at 4th and 100th and one at 52nd and Evergreen – 52nd and Evergreen was an impaired driver pulling out of a business without yielding. No severe injuries involved. TRANSIT REPORT ➢ July 4th marked the return of the parade and shuttle service – highest ridership since 2018 – nearly 7000 total trips, 0 incidents, 0 safety concerns. AGENDA ITEMS ➢ Transportation Development Plan – Forecast looking forward from 2023 to 2028 and an annual report for accomplishments of the last year, state mandated report. o 2022 accomplishments: ▪ Commute trip reduction program – focused on improving work site participation, informed public about local and regional transit impacts and infrastructure, Bike Everywhere Day was very successful. ▪ Grants – 12 million in pandemic relief funding, used for transportation employees’ salaries and benefits. Move Ahead Washington – providing free rides to youths, netting about $1 million in 2022 and moving forward, provides $2.1 million a year to help with service operations. ▪ Projects – NextGen Orca project, completion of final design and went live May 2022. ▪ Budget Actuals – Operating revenues: $42.5 million, Total Expenses: $30.9 million. $5 million transfer for operating reserves. Capital Revenue was $5.6 million with total expenditures at $1.2 million. ▪ Implementation of 10 new all electric vehicles from Gillig. o Projects in service from 2023-2028: ▪ Service growth between 5-10%, including restoration of all high school and middle schools previously served, implementation of the Riverfront to Waterfront route and the introduction of inductive charging at Eclipse Mill Park. ▪ Safety updates at Everett Station including ADA accessibility (including wheelchair charging stations), electronic wayfinding signage, elevator rehabilitation project, Great Hall improvement project, HVAC replacement, and repair and replacement of granite walkways. ▪ Goal of an all-electric fleet by 2028.
