ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Request for TAC to get insight on the process of grant funding and projects, understanding how decisions are being made; suggestion to have Sarrah Superville join in a future meeting to discuss this topic. ➢ Suggestion to discuss how the city is planning to include nature-based solutions as part of new infrastructure, e.g. integration of tree planting with new road design. ➢ Noted that bus stops on 19th Ave SE near Costco, particularly at 19th and Burley is close to traffic; Transit indicated plan is already in motion to relocating stop to a safer location and evaluating other stops on 19th Ave SE; all will be either moved or revised. ➢ Request for stop sign on W Marine View Drive at 25th; lots of high-speed driving through that area. ➢ Suggestion to discuss EV battery load and affect on impact energy and severity of crashes. PUBLIC COMMENTS ➢ Concerns regarding the high speeds on Rucker; suggested signing it at 25 mph entering downtown, north of Pacific; this street has eyes on it for future speed limit evaluation. ➢ Request for enhanced pavement markings within the bike lane along Casino Rd. heading west from Evergreen, lots of curb cuts and vehicle encroachment, would like further indication there is a bike lane. Also noted that crossing Evergreen eastbound is challenging and there appears to be an opportunity to extend the bike lane even further toward the interurban trail. ENGINEERING/TRAFFIC ENGINEERING REPORT ➢ Madison overlay and bike lanes are complete except for a small amount of sign work. ➢ Broadway paving is complete, night work only moving forward to install striping ➢ Signing installation is underway and almost complete on Fleming bike corridor and Endurablend is complete on Elk Hill Drive; signage and a webpage video coming for 1 |Page  details on advisory climbing lane. ➢ I5 US2 second level screening project is underway, meeting on 08/28 to update legislators on progress. ➢ 100th St SW improvements: Widening of 100th St from Holly to Airport Rd. ➢ Applied for additional $5m from TIB; hopeful for this grant project to start next year with public outreach beginning in the next few months. ➢ I5 NB and HOV 529 project – WSDOT making progress, city has long been supporter of this project; based on preliminary calculations, expectation is removal of at least 1/4 of the truck traffic off E Marine View Dr by providing I-5 access to Smith Island ➢ Bicycle video counts on Madison St over three days – at Fleming: 75 bikes/day; at Commercial: 95 bike/day. Traffic volume calculations bring Madison bicycling to above 1% of overall mode, which is a metric of success. ➢ W Casino Rd will be 2024’s overlay project from 5th Ave W to Airport Rd. E Casino Rd will be overlayed expected in 2025. Both projects with be focused on improved bike facilities. ➢ Safe Streets for All – working through signature process, several firms are interested, $700k+ grant amount. POLICE REPORT ➢ Academy coming to Skagit County in the next 30 days or so; huge long-term benefit to Everett – closer, more focused training for our area; short term challenges – loss of some officers to perform training duties at the academy. ➢ Departments are working together now – sharing equipment – specifically traffic engineering loaning speed trailers to accommodate for less physical enforcement. ➢ 19th Ave SE and Burley incident – ongoing investigation; multiple car collision; one individual at Harborview, investigating whether speed was a factor. This bus stop location has now drawn attention for revisions. TRANSIT REPORT ➢ Recap of last month’s Transit Development Plan – updates regarding youth fare and safety performance targets. ➢ Addressed Proterra bankruptcy – Everett Transit currently has 9 buses, bankruptcy does not necessarily preclude the company from providing parts and support, possible company will be separated into different entities and move forward. AGENDA ITEMS ➢ M/S/P: o Recommendation of TDP to council. o Recommendation of proposal to rename portion of Trojan Way from Broadway to 10th St to Officer Dan Rocha Way to the Historical Commission and council. ➢ Presented proposed conditions for E Casino Rd. overlay planned for 2025; noted concerns about displaced parking and consideration of young drivers near Cascade High School; very early in planning process so still time to address concerns.
