TRANSPORTATION ADVISORY COMMITTEE Thursday September 21st, 2023 8:00 a.m. – 9:45 a.m. Microsoft Teams Virtual Meeting In attendance: Members Staff Guests Tyler Rourke Craig Davis, Police Kern McGee Hal Gausman Corey Hert, Public Works Colton Davis Daniel Evans Tom Hood, Public Works Brock Howell Thomas McCleave Pat Mitchell, Public Works Christina Strand Kathleen Baxter, Public Works Karissa Miller, Public Works Danielle Wilkins Nataya Foss, Public Works Stephen Fickenscher Drew Martin, Public Works Michael Brick, Public Works Michael Schmeider, Transit Liz Vogeli, City Council Meeting called to order at 8:02 a.m. by Tyler Rourke. ➢ M/S/P: August meeting minutes ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Note of TDM (transportation demand management) week – focus on not driving alone. ➢ Request for status of sidewalk repairs and additions in the city; suggestion to work with the diversity committee in Everett to discuss the needs of disability groups. ➢ Request for clarification on downtown parking enforcement – noticed a car being ticketed even though there were several empty spaces remaining – focus of parking regulation and enforcement downtown is to enforce time restrictions so that business can be accessible to all. ➢ Request for follow up on speeding on Rucker – North on Rucker beyond 16th and 17th where the street widens with a center yellow lane is where people tend to really pick up their speed. ➢ Request for status update on US 2 to I5 interchange and California St. projects – project updates to TAC when a design is nearing completion. PUBLIC COMMENTS ➢ Suggestion to use bike boxes as a tool to encourage safer biking and driving in the city, specifically at Hoyt and Everett and Hoyt and Pacific. ➢ Noted obstruction of side walks by personal vehicles and barricades. ➢ Request for attention at 52nd St. SE and Madison where they intersect with the interurban trail, lack of people stopping there. Crosswalk markings are in place, but maybe adding signage would help. Interurban Trail crossings are high on the list for enhanced crosswalks. Concern passive detection beeps when no in pavement flashers are active, Traffic will investigate. ➢ Security vehicle blocking access to the interurban trail at Wetmore Avenue – observed on Tuesdays and Thursdays between 4-5pm – suggested to utilize See, Click, Fix online to report any obstructions or other issues seen in the city to create a service request. 1 |Page ENGINEERING REPORT ➢ EPIC site – bridge type, size and location underway, will provide primary access to site to allow development to occur without at grad rail crossing. ➢ Everett Link Extension – meeting with Sound Transit, City of Lynnwood and Snohomish County to discuss the design standards to use around these stations, specifically street typologies – how to integrate the local streets to these stations for access by bicycles, pedestrians and vehicles. ➢ I5/US2 interchange – study began about a year ago, multiple agencies involved – currently in stage 2 of a 3-tier screening process. Largest issues that need alternatives are the US 2 westbound to southbound I-5 ramp and the 41st St to US 2 weaving section. City investing time to ensure alternative serv Everett future connections and needs. TRAFFIC ENGINEERING REPORT: ➢ Broadway overlay now wrapping up – long line striping was done at night, arrows and symbols needed to complete the project. ➢ Fleming bicycle corridor – action being taken at Pecks, adding tubular markers to discourage drivers from driving over the green there. ➢ 526 seismic retrofit – concern about the Hwy 26 and Airport WB off ramp – the state restriped, and it is clearly a single left turn now. ➢ Introduction of new traffic engineering employees – Drew Martin and Pat Mitchell. POLICE REPORT ➢ Collision type focused on last month was motorcycling crashes – 3 crashes being investigated. These crashes tend to be less of an issue now that the weather is transitioning. TRANSIT REPORT ➢ 36% jump in youth ridership since the free fare brought by Move Ahead Washington legislation. ➢ Most recent service expansion of 11%, also funded by Move Ahead Washington, has seen a 3000 rider increase on route 7, 18% increase on route 2, and since suspending route 70 and incorporating it into route 18, there has been a 31% increase there – this is just a one-month increase, so very promising numbers. ➢ Ridership is getting very close to pre-pandemic levels, 94%. AGENDA ITEMS ➢ Presentation of City of Everett Parking Policies o Public parking operated by Public Works but has minor input on how private parking is implemented, a planning decision. o District core, downtown area parking is managed consistent with a parking study that is updated regularly to provide fair use for everyone. o Some street parking is assigned as Residential Parking Zone for older homes that were built without off street parking or driveways, mostly north of 41st. o Discussed required parking for new developments, specifically 100-unit multifamily apartment buildings and 30,000 sf commercial buildings. o Parking reductions are allowed through TDM Plans or custom parking studies of equivalent type.
