ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Recommendation to discuss emergency services concerns regarding implementation of speed humps, speed cushions and speed tables. ➢ Request for follow up on the parking presentation from last meeting – plan to have Michael Brick return to a future meeting to address questions. ➢ Request to discuss parking on public sidewalks, specifically in Port Gardner. PUBLIC COMMENTS ➢ Inquiry regarding large tree grant – these trees will be used in specific land areas where there is not enough tree cover, not just street trees – covering different locations in Everett. ➢ Request for stoplight or speed bumps at Bruin and E Casino Rd. – high incident area recently. ENGINEERING REPORT ➢ Beverly Lake Water Quality Retrofit: Beverly Ln and 75th St SE, on the south and west side of the Beverly Lake, City project installing water quality treatment vaults. Significant traffic impact, 75th St SE will be closed two months; project to begin in December 2023. ➢ Lexington-Broadway Stormwater Improvements: Currently in design, wide-reaching project, 52nd to Lexington – significant Ecology funding to improve water quality and reduce flooding. ➢ Port Gardner Storage Facility Project: Using the north end of the former Kimberly Clark property to establish a new storage facility for combined sewer, will reduce overflows to the Puget Sound outfalls. Project about to enter first phase of work, which is demolition of dilapidated structures that are on site. Will have some traffic impact on W Marine View Dr. ➢ Update on bridge replacement projects for Mukilteo Blvd. City was able to secure another $10 million of federal funding for Edgewater project, anticipate beginning in June after 1 |Page  school is out for the summer. Design for Merrill and Ring Creek Bridge expected to begin in 2024. Merrill and Ring Creek still needs further funding for construction. TRAFFIC ENGINEERING REPORT: ➢ Broadway overlay project is now substantially complete. ➢ I-5 HOV and SR 529 Interchange project by WSDOT is under construction: Construction traffic control is resulting in tighter geometrics at the I-5 SR 529 interchange, reminder to reduce speed and use caution. ➢ Week Without Driving: participation from Mayor Franklin, other council members and city staff. Good reminder to use other modes of transportation and carpooling post COVID and understand transportation barriers for those with disabilities. ➢ Two new speed trailers are on order, a third will be purchased next year. POLICE REPORT ➢ Still dealing with staffing issues – difficult decisions being made on where to place officers (911 calls, violent crimes, traffic enforcement). ➢ Fatal scooter crash on E Casino Rd highlights some scooters can get up to 50+ mph with no helmet requirements. More education on hazards is needed, Target Zero is addressing at the state level. ➢ Recent shooting across from Cascade High School, arrest has been made. TRANSIT REPORT ➢ Everett Transit Technology Projects: o Planning and Operations - End-of-life equipment replacements on buses, camera system replacement at all facilities, telematics for electric buses and chargers, planning and scheduling software, collision avoidance systems. o Customer Service – Digital information displays at Everett Station, live camera feed in Everett Station, Everett at Work platform, customer comment system, and a new website. AGENDA ITEMS ➢ Current and Future Impacts of Electric Vehicles (EV’s): o EVs weigh, on average, 30% more than internal combustion engine vehicles o Concerns regarding increased EV weights – crash severity, effect on roadway wear and parking garages, tire noise, battery life and emissions - research shows little evidence of concern to our infrastructure from the added weight of EVs.
