ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Request for someone from the Emergency Management team to come and give a presentation on plans in place for various types of emergencies. ➢ Suggestion to bring back the annual Tour de EFD stations bicycle tour. ➢ Inquiry about the plan for maintenance of the new trees in the city – coordination between Parks and Public Works has been in place for several years. ➢ Announcement of the I5/US2 interchange Open House on Thursday, November 30th. PUBLIC COMMENTS ➢ Request for a presentation on the logic behind how our traffic enforcement budgets are created and relation to Everett’s Safe Streets for All grant. ➢ Note of the importance of complete street design to restrict the ability to break the rules. ENGINEERING REPORT ➢ Comprehensive Plan Transportation Element chapter: under way with consultant in early phases of data collection, more in depth briefing to come early in 2024. ➢ Freight Mobility Phase 2 Project is in concept development, city will be launching a public outreach campaign in the next month. ➢ I5/US 2 Interchange Study: Open invite for all TAC members to the open house. ➢ New pavement management system: a request for proposals has been issued for a more robust and scientific means of evaluating and tracking pavement conditions. ➢ Community Transit Gold Line: in discussion with Community Transit. A lot of work to be done with CT on traffic operations analysis and public outreach. TRAFFIC ENGINEERING REPORT: ➢ Announcement of the Volunteer Appreciation Holiday Celebration on December 12th. 1 |Page CITY OF EVERETT Transportation Advisory Committee ➢ Call for TAC applicants, with two open positions. ➢ WSDOT 529 bridge repair project: closure of northbound highway 529 expected around June 2024 for 14-18 weeks. ➢ Highway 526 eastbound widening: WSDOT expects advertisement in March 2024, so work should begin late summer. ➢ Winter conditions season: put chains/shovel in cars, check roadway conditions in Everett and mountain passes before travelling AGENDA ITEMS ➢ Active Connections: California Street Project o Tier 1 Priority Project o Bikeway connections between Mill Town Trail and US 2 Trail o Funded in two phases. o Goal: Improve safety, to provide a comfortable corridor for people biking, rolling and walking on California Street o Five alternatives were presented by extensive public outreach; 70% agreed with the project goal and there was a positive sentiment of how travel behavior would change if the project was completed. o Funded through design, seeking construction funding, “shovel ready” projects get funding priority typically ➢ Citywide Bicycle Wayfinding Project o 28 lane miles of wayfinding on existing bikeways o Green pavement markings at 4 intersections on the Interurban Trail o 1 lane-mile of new sharrows connecting Grave Ave. to EvCC/WSU o New shared use path markings and driveway symbols ➢ Wall Street Connector o Pedestrian path with cobblestone pattern o ADA improvements o Bike wayfinding and detection o Back-in angle on-street parking o Traffic calming with flagstone pattern curb extensions o Video bicycle detection at Wall Street and Broadway intersection ➢ Safety Action Plan Update: RFQ Scope of Work o Vehicle, pedestrian, and bicycle counts o Speed studies and evaluation o Crash history and crash data analysis o Diversity and equity data o Large scale traffic data (origin and destination) o Public outreach data and analysis o Policy development o Scoping and development of prioritized safety projects ➢ Automated traffic noise enforcement and right turn on red restriction o Noise enforcement technology just not quite there yet, but hopeful it will come along. o No right turn on red has shown positive safety benefits and will be considered in the future, will be part of the Safety Action Plan. 2 |Page CITY OF EVERETT Transportation Advisory Committee ➢ Recognition of outgoing members: o Tyler Rourke o Andrea De Paolo Adjournment: 10.05 a.m. Next Scheduled Meeting: January 18, 2024 3 |Page
