ANNOUNCEMENTS & REQUESTS FOR FUTURE AGENDA ITEMS ➢ Concern regarding cobblestone for the Wall Street Connector project and wheelchairs; Public Works Tom Hood indicated true cobblestone will not be used, a lightly textured Endurablend polymer concrete pattern will be fully ADA accessible. ➢ Thank you to the city for using sand and not salt during the icy weather. ➢ Request for update on communication with citizens regarding parking on sidewalks, particularly on Rucker Hill; update coming next month. ➢ Inquiry regarding how Lynnwood light rail station will affect Everett transit resources; Transit Michael Schmieder indicated no direct impact expected. PUBLIC COMMENTS ➢ Request for crosswalk at Virginia and Everett Ave, multiple deaths at this location; Public Works Corey Hert indicated 3rd on the priority list for an enhanced crosswalks in the City. Application for funding will likely be through a grant the state’s Bicycle/Pedestrian grant program, applications to be filed in June. ➢ Comment regarding speeding issues throughout the city; Police Sgt Davis indicated police and traffic engineering are using radar trailers to collect data so they can better direct where officers should enforce while staffing issues remain. ENGINEERING REPORT ➢ Utility projects: o Reservoir 3 Replacement: design in progress, two phases, with construction scheduled to begin mid-year. 1 |Page  CITY OF EVERETT Transportation Advisory Committee oPort Gardner Storage Facility: Utilizing the vacant northern portion of the old Kimberly- Clark site to reduce the City’s combined sewer overflows; building a large storage facility to receive overflows from large storm events. First phase of project will be underway this year, with future phases staggered over the next four years with a completion deadline of 2027. ➢ Transportation project funding – discussed how the city funds different types of transportation projects; applying for external funding is often needed. TRAFFIC ENGINEERING REPORT: ➢ Photo enforcement – gearing up for public outreach with special focus on equity concerns; first launching at Casino Rd at Horizon Elementary – schedule is signage to go up in March, Warnings in April, citations beginning in May. ➢ Safe Streets for All grant-RFQ is out getting statement of qualifications from interested consultants, hopeful to have one selected by next meeting. ➢ WSDOT Highway 529 lift span work will begin with some weekend closures in the coming months. ➢ NB I5 improvements, including additional NB HOV Lane between Everett and Marysville and a roundabout interchange configuration at Hwy 529 and I5 in Marysville, expected to be complete end of 2024. ➢ Hwy 526 EB widening project to begin in the Fall, adding an additional EB lane between Evergreen Way and I5. ➢ 2024 Events planned have traffic impacts: Cruisin’ Colby, Farmer’s Market, Everett Pride, 4th of July Celebration, GSA Game Expo and International Geek Fest, 3 on 3 Hoop Fest, etc. all scheduled in 2024 POLICE REPORT: ➢ Investigations detectives finishing up collision reconstruction training end of March, 3 years in the making. ➢ Third radar trailer arriving this month. Trailer locations are mostly chosen based on citizen concern and remain about a week. TRANSIT REPORT: ➢ In development of long-range plan Vision 2044, on second round of outreach and will be sharing feedback with TAC next month. ➢ Approaching the 1-million-mile mark for electric buses – equivalent to 40 times around the world. ➢ RFP set to go out for collision avoidance technology, contributing to the key objective of improving safety profile in 2024.
