ANIMAL SHELTER ADVISORY COMMITTEE Thursday, May 30, 2024 at 1:30 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Susan Mackey called meeting to order at 1:37pm. PRESENT Susan Mackey Judy Sellers Stephanie Boardingham Alan Pierce Ray Rentschler (ACO) ABSENT Sara Jones Dr. Patrick Reeves Craig Spencer, City Manager and Mindi Parks, City Secretary were also present. 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA 5. CITIZEN’S COMMENTS 6. DISCUSSION ITEMS A. Welcome & Orientation for New Board Members Susan Mackey had the Board and staff introduce themselves and tell everyone what they do and why they are on the Board. Craig Spencer then went over some regulations and rules on this Board. He has a slide show showing this information. He also just wanted to let everyone on this new board the duties and requirements on this board. Animal Control Officer Ray also had a Power Point on what the Animal Shelter is doing now and where they were before this. He made a lot of changes for the better. B. Presentation and Report on the status Municipal Animal Services Shelter - Ray Rentschler Ray Rentschler at this time had a Power Point on the new changes that have been implemented at the Shelter and how this Shelter is better and moving towards better operations for animals that are coming in and going out. He also went over things that he wanted to change or update within the city ordinances. Ray also had a mission statement and vision statement that he came up with and shared with the Board. Ray also touched base on some highlights from the Shelter when they have rescued animals and the statistics on the calls for services. C. Discussion related to a proposed newly constructed animal shelter and status with the USDA Community Facilities Direct Loan & Grant Program City Manager Craig Spencer stated that the number for the concept drawing that they have done came in too high and we are working on scaling that down to a lower number for the cost. Craig also stated that there is several people in staff working on this grant so that we can get monies through that for the Shelter. This is always a process and he will keep them updated with the process and to when it is done. The current design that is drawn up for the concept is at 1.8 million dollars. D. Announcements and requests for future agenda items by the board of commissioners At this time it is brought to the Board to let us know what they would like to see on the agenda. Craig also asked about how many times a year they want to meet. Currently we have to meet three times a year. E. Scheduling of the next Animal Shelter Advisory Committee Meeting Currently we have to meet three times a year. The board is all on the same page and would like to meet every other month until they get comfortable with the way things are going in the Shelter. July 18th, Sept-19th, Nov 21st are the next few meetings at 1:30pm. F. A. Overview of Shelter Operations (updates, current and future plans) B. Overview of Field Operations (statistics and projects) 7. CONSIDERATION AND POSSIBLE ACTION A. Consideration of Mission Statement Proposal for Municipal Animal Services Motion made by Boardingham, Seconded by Pierce. to table this item until July meeting. Voting Yea: Mackey, Sellers, Boardingham, Pierce, Rentschler (ACO) All voted Aye Motion Carried B. A) Consider New Mission Statement B) Consider Updating City Ordinances to mirror both cities Motion made by Boardingham, Seconded by Pierce to table this item until the July meeting. Section 551.072 - Purchase, Sale, Exchange, Lease, or Value of Real Property. C. Section 551.073 - Deliberation Regarding Prospective Gift. D. Section 551.074 - Personnel Matters. E. Section 551.087- Deliberation Regarding Economic Development Negotiations. F. Section 551.089 - Deliberations Regarding Security Devices or Security Audits. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The Presiding Officer of the Board or Commission is responsible to enforce the time limit. Citizens may address the Board or Commission either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. Members of the Board or Commission are only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible. City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign interpretative services must be made 48 hours prior to the meeting.
