ANIMAL SHELTER ADVISORY COMMITTEE MEETING Thursday, July 18, 2024 at 1:30 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Susan Mackey called meeting to order at 1:32pm. PRESENT Susan Mackey Judy Sellers Stephanie Boardingham Alan Pierce Dr. Patrick Reeves Ray Rentschler (ACO) ABSENT Sara Jones Craig Spencer, City Manager also present. 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA A. Meeting Minutes A. May 30, 2024 - Animal Shelter Advisory Committee Regular Meeting Motion by Boardingham, Seconded by Mackey. Voting Yea: Mackey, Sellers, Boardingham, Pierce, Reeves, Rentschler (ACO) Motion Carried. 5. CITIZEN’S COMMENTS Dontoya Branch - Resident made comments expressing concerns for the shelter being undersized for servicing of two cities, concern regarding the euthanasia of animals, expressed concern regarding lack of parvo testing. Also expressed concern about other medical testing and treatments. Expressed concern about $80/fee for the adoption fee when they know nothing about the dogs and if they have parvo or anything else. 6. DISCUSSION ITEMS A. Presentation and Report on the status of Municipal Animal Services Shelter - Ray Rentschler Ray Rentschler presented his presentation to the Board on the big screen. This presentation presented to the Board is for Everman and Forest Hill, the dog and cat intake over the last six months and total dogs are at 305 and the total cats are at 84. This presentation also shows where the animals are from by Jurisdiction. B. Discuss Mission Statement "Working together with compassion to ensure healthy and safe pets and people through education and community." C. Discuss Ordinance Revisions D. Discuss and Plan Out Potential Events 7. CONSIDERATION AND POSSIBLE ACTION A. Consider adoption of a Mission Statement for Municipal Animal Services "Working together with compassion to ensure healthy and safe pets and people through education and community." Motion made by Boardingham, Seconded by Reeves. Voting Yea: Mackey, Sellers, Boardingham, Pierce, Reeves, Rentschler (ACO) Motion Carried. B. Consider approval of recommended changes to municipal ordinances. Motion made to direct staff to make recommendations to commissioner's at a future date. Motion made by Boardingham, Seconded by Sellers. Voting Yea: Mackey, Sellers, Boardingham, Pierce, Reeves, Rentschler (ACO) Motion Carried. 8. EXECUTIVE SESSION 9. ADJOURN Susan Mackey adjourned the meeting at 2:31pm. Additionally, Boards & Commissions may convene into Executive Session to discuss the following: A. Section 551.071 - Pending or Contemplated Litigation or to Seek Advice of the City Attorney. B. Section 551.072 - Purchase, Sale, Exchange, Lease, or Value of Real Property. C. Section 551.073 - Deliberation Regarding Prospective Gift. D. Section 551.074 - Personnel Matters. E. Section 551.087- Deliberation Regarding Economic Development Negotiations. F. Section 551.089 - Deliberations Regarding Security Devices or Security Audits. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The Presiding Officer of the Board or Commission is responsible to enforce the time limit. Citizens may address the Board or Commission either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. Members of the Board or Commission are only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible. City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign interpretative services must be made 48 hours prior to the meeting.
