1. MEETING CALLED TO ORDER
Mayor Pro-Tem Mackey called meeting to order at 6:30pm.

A. FY 2024 Budget Working Meeting Calendar
Susanne has provided the council with a copy of this calendar. Council is good and ok with the
days that have been chosen for these meetings after looking at it and reviewing the dates.
B. 2023 Updated Fee Schedule
Craig has been working on this Fee schedule and there has been a lot added. This Fee
schedule has not identified fees that we have here in Everman. There has been a lot that has
needed to be added into the Fee Schedule. There has also been a lot of fees that are not up to
other cities. Some fees just have been updated and that includes the Animal Control fees, and
Permit Fees. Some of those did increase due to the fact of outside fees being raised. Council
would like to have the old fee schedule to see the difference in fees to review the changes as
well.
C. Request for Submissions from firms of certified public accountants to perform the City’s annual
audit, issue opinions on related financial statements, and to prepare its annual comprehensive
financial report (ACFR) based on the audit.
Susanne passed out the Request of Submissions for Independent Financial Audit Services.
She wanted to provide the council with what she is putting out there and the expectations that
are required. She will have something for the council in the July meeting.
D. Interlocal Cooperation Agreement Establishing Concurrent Enforcement Jurisdiction Between
The City Of Everman And The City Of Fort Worth
City Manager Spencer wanted this to be put on the council's radar considering that this will be
brought before them in the near future for consideration and approval. This would be an
agreement between us and the City of Fort Worth covering the common boundaries. This has
been something that another two cities have entered into and it has proven to be successful.
The rise in violence has been the driving force behind this. This will give the City of Everman
ability to do traffic stops, high visibility enforcement, those types of things along our common
boundaries, to hopefully alleviate some of these things going on around our city. There will be
no cost associated within this agreement. Additional officer's will have to be provided by us if
that comes about. This will come back before council in the future.
8. CONSIDERATION AND POSSIBLE ACTION
A. Consideration and Appointment of Members to the Community Safety Advisory Committee
(CSAC)

B. Approve the allocation of up to $150,000 of Water & Sewer funds for the completion of the
48thYear CDBG Project – Waterline Replacement and Upgrade Project on S. Race Street
Motion made by Place 5 Sellers, Seconded by Place 1 Sanders to approve the additional
$150,000 of Water Sewer funds for the completion of the 48th Year CDBG Project.

C. Resolution #2023-06-01 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, APPROVING AN INTERLOCAL COOPERATION AGREEMENT FOR
COMMUNICATIONS CENTER AND EMERGENCY DISPATCH SERVICES WITH THE CITY
OF BLUE MOUND. TEXAS; AND PROVIDING AN EFFECTIVE DATE.
Motion made by Place 5 Sellers, Seconded by Place 1 Sanders.

D. Resolution #2023-06-02 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, APPROVING AN INTERLOCAL AGREEMENT FOR ADMINISTRATIVE
COSTS FUNDING FOR SECTION 5310 PROGRAM BETWEEN THE FORT WORTH
TRANSPORTATION AUTHORITY AND THE CITY OF EVERMAN, TEXAS FOR FISCAL
YEAR 2023; RATIFYING OPERATION THEREUNDER AS OF OCTOBER 1, 2022; AND
PROVIDING AN EFFECTIVE DATE.
Motion made by Place 5 Sellers, Seconded by Place 1 Sanders.

E. Resolution #2023-06-03 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS IN SUPPORT OF ESTABLISHING A PUBLIC-PRIVATE PARTNERSHIP
WITH TARRANT AREA FOOD BANK TO INCREASE ACCESS TO FOOD THROUGH
RETAIL HOME DELIVERY AND EMERGENCY FOOD ASSISTANCE SERVICES;
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING WITH TARRANT AREA FOOD BANK; AND PROVIDING AN EFFECTIVE
DATE.
Motion made by Place 5 Sellers, Seconded by Place 1 Sanders.

9. EXECUTIVE SESSION
A. Section 551.071 - Potential Agreements affecting the Everman Public Library
Mayor Pro-Tem Mackey adjourned into Executive Session at 7:42pm and closed the Executive
Session at 8:28pm.
No action taken.
10. CITY MANAGERS REPORT
A. BCBS National Fitness Campaign - Fitness Court
City Manager Spencer stated that there is a crew out now working on this and getting it put up
now and it will be complete by Friday. There will be a Grand Opening with a Ribbon Cutting at
that Fitness Court and a media release as well. This information will be sent to council
sometime this week and notified council to check their emails for that information.
B. Celebrate America Festival - 2023
The Celebrate America Festival is coming right along. This year will be a little different and this
will be an expand on the event. The Civic Center will be open up for a Craft Expo, to allow
vendors in here to sell some things. This will serve as a dual purpose for a shopping
experience with local vendors and a cooling station for anyone who needs to cool off from the
heat. On our website we do have a vendors registration link already on there for anyone that
would like to participate in this event.
C. Mobile Food Truck Park
The Mobile Food Truck Park is open and we have our first food truck in there. They have been
very successful so far and we have had a lot of positive feed back from the park also. Still
waiting on Oncor to come in and provide the electric utility poles for each one of the vendors.
So far everything is going really good and we do have two other vendor application in the
works to get in the park. There will be a variety types of food also.
D. City Hall Office Space Expansion
This project is going well. There are some desk being installed in the office space right now,
and a cleaning crew coming on Friday. This will be ready very soon to get Public Works office
over at City Hall. This is looking good and council can come and take a look at it anytime.

Mayor Ray Richardson is out on vacation and will give his report next meeting.

is responsible to enforce the time limit. Citizens may address City Council either during the Citizen
Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only
permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments
should notify the City Secretary as soon as possible.
