EVERMAN CITY COUNCIL REGULAR MEETING Tuesday, June 20, 2023 at 6:30 PM 213 North Race Street Everman, TX 76140 MINUTES 1. MEETING CALLED TO ORDER Mayor called meeting to order at 6:30pm. 2. INVOCATION 3. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA A. Minutes May 2, 2023 Regular Council Meeting Minutes May 16, 2023 Regular Council Meeting Minutes Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers. Voting Yea: Place 1 Sanders, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila, Mayor Richardson Motion Carried. B. Financials May 2023 Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers to table the Financials until next council meeting. Voting Yea: Place 1 Sanders, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila, Mayor Richardson Motion Carried. 5. PRESENTATIONS 6. CITIZEN’S COMMENTS Vicky Garza shared her comments and input in opposition on the closing of the Everman Library. Jeanie Bryant shared her comments and input in opposition on the closing of the Everman Library. Mary Nateros shared her comments and input in favor on the closing of the Everman Library. 7. DISCUSSION ITEMS A. Staff Briefing - Everman Christmas Festivities - Mindi Parks City Secretary, Mindi Parks gave the council an update on the Christmas Festivities and gave them the dates for them to put on their calendar. Mindi stated that there will be a lot more added this year as well and she will be giving them updates throughout the year up to the event. B. Staff Briefing - NFC Fitness Court Ribbon Cutting - Craig Spencer July 19th is the ribbon cutting for this event. This will be in the morning, at 10am. We will have speakers, and media participation. Also, at this event there will be Battle of the Badges that will be Police verses Fire having some competition and fun. This will be a fun time to get out and enjoy this new park. C. Interlocal Agreement - City of Forest Hill Animal Control Services City Manager Spencer just wanted to put this on the council's radar since they will have this on the next meeting for approval. Currently we do have an agreement for Forest Hill to share the use of our facility. There have been some issues with having an employee from the City of Forest Hill and some from the City of Everman trying to work together and also having scheduling conflicts. This agreement will allow us to hire and manage one Animal Control Officer that will work for the City of Everman, and Forest Hill will pay the City of Everman for those services outlined in that agreement. The agreement is only going to be for one Animal Control Officer until October and then they will then re-evaluate this agreement to look at more employees being added. Currently, the City of Everman has a shared agreement with City of Forest Hill and Edge Cliff Village only. This will come back before council as well as a Jurisdiction Agreement to allow the City of Everman employees for Animal Control to write citations in the City of Forest Hill. 8. CONSIDERATION AND POSSIBLE ACTION A. Resolution #2023-06-04 - A RESOLUTION OF THE CITY OF EVERMAN, TEXAS PERMANENTLY CLOSING THE EVERMAN PUBLIC LIBRARY AND DECLARING CERTAIN CITY LIBRARY PROPERTY SURPLUS AND AUTHORIZING THE CITY MANAGER TO SELL, TRADE, DONATE, AND/OR DISPOSE OF IT IN ACCORDANCE WITH STATE LAW; AND PROVIDING AN EFFECTIVE DATE. Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 1 Sanders, and after discussion an amended motion was made by Place 4; Mayor Pro-Tem Mackey and seconded by Place 1 Sanders to table this item until the July 11th Council Meeting. Voting Yea: Place 1 Sanders, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila, Mayor Richardson Amended Motion Carried. B. Resolution #2023-06-05 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EVERMAN, TEXAS, AUTHORIZING AN INTERLOCAL COOPERATION AGREEMENT WITH THE FOREST HILL PUBLIC LIBRARY DISTRICT REGARDING THE PROVISION OF LIBRARY SERVICES; AND PROVIDING AN EFFECTIVE DATE Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 5 Sellers to table this item until the next Council Meeting. Voting Yea: Place 1 Sanders, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila, Mayor Richardson Motion Carried. C. Ordinance #798 - AN ORDINANCE OF THE CITY OF EVERMAN, TEXAS AMENDING THE CODE OF ORDINANCES BY REVISING THE FEE SCHEDULE OF THE CITY FOR LICENSES, PERMITS OR OTHER SERVICES OF THE CITY WHERE REQUIRED BY ORDINANCE, RESOLUTION OR ORDER; PROVIDING THAT FUTURE REVISIONS OF THE FEE SCHEDULE SHALL BE PERMITTED BY ORDINANCE OF THE CITY COUNCIL; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. Motion made by Place 5 Sellers, Seconded by Place 4; Mayor Pro-Tem Mackey. Voting Yea: Place 1 Sanders, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey, Place 5 Sellers, Place 6 Davila, Mayor Richardson Motion Carried. 9. EXECUTIVE SESSION 10. CITY MANAGERS REPORT Craig just wanted to remind everyone about the Celebrate America this Saturday. Landon will put another flyer out to advertise more for this weekend. 11. MAYOR’S REPORT Mayor had nothing to report. 12. ADJOURN Mayor adjourned the meeting at 7:33pm. Comments that are received at least one-hour prior to the start of the meeting will be provided to all council members. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor is responsible to enforce the time limit. Citizens may address City Council either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible.
