1. MEETING CALLED TO ORDER
Mayor Richardson called meeting to order at 6:00pm.

A. Proclamation - Honoring and Celebrating the 250th Birthday of the United States Army
Mayor read and presented the Proclamation for honoring and celebrating the 250th birthday of
the United States Army. Susan Mackey accepted this proclamation.
6. CITIZEN’S COMMENTS
We had no citizens comments.
7. DISCUSSION ITEMS
A. Consideration of an Ordinance that would establish a permit procedure and requirements for
solicitors within the City of Everman
Craig stated that he has handed out the ordinance for the council to review. Victoria has
drafted this ordinance for council review. This is something that we have not had in place, and
we need to. Judy asked who will control this and this is her only concern. Registration process
and permitting process for the people that go door to door. We get a lot of calls to the police
department, and we need something to vet and make our citizens feel more comfortable about
the door-to-door salesmen. We are one of the few cities that do not require this. This is all in
the ordinance on who would have to be registered. The permit would last for one year. Most
other cities have an ordinance similar to this already in effect. This is solicitation. We would
advertise this to let people know that this is going into effect. The council will review this and
this will be on the next council meeting.
B. Updated website for the City of Everman
Craig Spencer stated that we are very close to launching the new website. He stated also that
Pro-Tem Mackey has spent about six hours helping and reviewing the website making sure
that the formatting was good and the website was very easy to navigate. Craig displayed the
website for the council to see on the screen. He explained that the home page is a no scroll
home page, which means there is nowhere to scroll and everything is immediately on the
home page for easy access. He navigated through the different menus to show council. He did
explain some of the changes and showed them how everything was easy access. Council did
not have any questions and all council stated that the new website looks really nice and they
were all good with the new website.
8. CONSIDERATION AND POSSIBLE ACTION
A. RESOLUTION NO. 2025-06-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, APPROVING THE EXPENDITURE OF FUNDS IN THE AMOUNT OF
TWENTY-SEVEN THOUSAND DOLLARS ($27,000.00) FROM STREET IMPROVEMENT
TAX FUNDS FOR PROFESSIONAL SERVICES TO BE PROVIDED BY TEAGUE NALL AND
PERKINS, INC. FOR THE RACE STREET CULVERT BRIDGE ANALYSIS AND DESIGN;
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY
DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE.
Motion made by Place 5 Sellers, Seconded by Place 6 Davila.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers, Place 6 Davila, Mayor Richardson
Motion Carried.
B. RESOLUTION NO. 2025-06-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EVERMAN, TEXAS, APPROVING AN INTERLOCAL AGREEMENT WITH TARRANT
COUNTY FOR THE RECONSTRUCTION OF WICHITA STREET FROM BELL STREET TO
ENON AVENUE; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT;
AND PROVIDING AN EFFECTIVE DATE.
Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 6 Davila.
Voting Yea: Place 1 Sanders, Place 2 Renfro, Place 3 Allen, Place 4; Mayor Pro-Tem Mackey,
Place 5 Sellers, Place 6 Davila, Mayor Richardson
Motion Carried.
9. EXECUTIVE SESSION
A. Section 551.071 - Pending or Contemplated Litigation or to Seek Advice of the City Attorney
related to Cause No. 067-364940-25; Earlene Wilson vs. Rollamania, LLC., the City of
Everman Fire Department, et al.
Mayor convened into Executive Session at 6:22pm.
Mayor reconvened the meeting and closed executive session at 6:35pm.

10. CITY MANAGERS REPORT
Craig stated that he and council woman Allen got a chance to go to meet with Forest Hill and
Meals on Wheels regarding a potential partnership with them. Forest Hill did receive grant funding
to expand their Senior Center to include a Youth Activity Center. Craig stated that they are
exploring a possibility of a partnership with the City of Forest Hill to provide a Senior Center for our
citizens. This will likely come at a very low cost comparing to standing up our own center. They
have a lot to offer to our seniors with bingo and games and other things and he believes this could
be a great partnership. These conversations are happening and will have this in the budget
conversations. Putting this on the council radar.
Hailstorm did cause some damage and there have been some claims with TML on vehicles and no
building damage. This is being worked on at this time to get it taken care of. He also stated Budget
is right around the corner.
11. MAYOR’S REPORT
Mayor stated that Budget season is here, it is coming. He also stated that he has had a lot of
meetings. The meetings are very productive and a lot of good is coming out the meetings with
Edge cliff Village, Kennedale, Forest Hill and Everman.
12. ADJOURN
Mayor adjourned the meeting at 6:39pm.

Comments that are received at least one-hour prior to the start of the meeting will be provided to all
council members.
According to the City of Everman Policy on Governance Process, individual citizen comments will be
restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The mayor
is responsible to enforce the time limit. Citizens may address City Council either during the Citizen
Comments portion of the meeting or during deliberation of a listed agenda item. City Council is only
permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments
should notify the City Secretary as soon as possible.
City Hall is wheelchair accessible. Parking spaces for disabled citizens are available. Requests for sign
